Job Description

Duties and Responsibilities

A). Plant Erection/Construction Period
1) Assist in the installation and erection of major equipment in the combine cycle power plant such as Heat Recovery Steam Generator (HRSG), Gas Turbine Generator 9FA (General Electric), Steam Turbine Generator(STG)
2) Assigned as the mechanical in charge engineer of the balance of plant and as such monitor the daily activities and works on going in the fuel gas system, fire water and process water storage tank, fire protection system, water treatment plant, ammonia system, nitrogen generation plant, hydrogen generation plant, compressed air system, cooling water system and closed circuit cooling water system.
3) Review drawing such as Flow Diagrams, P&ID, and Isometric Diagrams print and scan if necessary for use during the installation and erection.
4) Coordinate with other subcontractors in the accomplishment of assigned work.
5) Attend meeting with other contractor and company mangers regarding the development at the site and other work scheduled related to the completion of works in the power plant.
6) Review commissioning procedures in preparation for the commissioning and start up of the plant and prepare commissioning schedule as requested by the superior.

Job Description

A) Plant Erection / Construction Period
1. Assisted Taiwanese counterparts in the erection / installation of steel structures, mechanical equipment, boiler, turbine, generator and auxiliaries.
2. Conducted 1 month training / seminar to all newly hired operators to study the process flow and operations of raw water pretreatment, waste water treatment, demineralization, reverse osmosis, deaeration, boiler, turbine generator, cooling tower and coal handling system.
B). Commissioning Period
1. Performed and assisted Taiwanese commissioning engineer in the daily commissioning activities as per schedule.
2. Supervises and performs equipment commissioning as per instructions from Taiwanese commissioning engineer of the following activities:
 Motor solo run test
 Air, Water and Fuel oil line flushing
 Turbine/Generator lube oil flushing
 Boiler Hydrostatic test
 Boiler firing and start up
 Boiler soda boiling
 Boiler steam blowing
 Boiler safety relief valve popping pressure setting and testing
 Boiler load testing
 Boiler load rejection testing
 Boiler performance testing
 Turbine/Generator start up and rolling
 Boiler/Turbine/Generator testing

Duties and Responsibilities

1. Area of responsibilities covers all areas inside APEC plant, i.e. Boiler, T/G, water treatment coal yard, limestone and sand transport system, fire-fighting station, standby gen-set unit, cooling tower and all other plant auxiliaries that form part of the whole plant operation.
2. Is responsible in maintaining reliable and stable supply of steam and power by keeping the plant continuously running at all times. In case of fluctuation and instability in plant operation either caused by bad fuel quality or sudden change in power and steam drawn by end user and of which puts the plant operation in a slow downward trend leading to shutdown Shift Engineer must immediately advise costumers to reduce their total load requirement in order to stabilize power plant operations.
3. Supervises and instructs all operation’s on-duty personnel during his shift to make sure all equipment are regularly and properly checked and monitor, and take immediate actions in fixing operational problems at hand without necessarily waiting for maintenance people to correct them. If operations personnel cannot fix the problem alone, Shift Engineer must immediately contact maintenance & E/I group for assistance whether they are on-duty when necessary to prevent plant shutdown.
4. Ensures that cleaning of all strainers, metal screen, air filters, water filters and bag filters are regularly done and maintained following the standard operating procedure separately issued for this purpose.
5. Reports on regular basis to Operations Superintendent and Plant Manager current plant operation status during his shift, and promptly reports and prepares NCOR (or Non-Conformity Operation Report) for any abnormalities observed during operations. NCOR must be submitted within 2 hours after abnormalities are found without dealing in full as long as it explains the nature of the problem and how it affects operation. Likewise, NCOR shall be revised accordingly after the problem is fixed showing complete details of the problem as found and what appropriate actions were taken to fix it.
6. Together with the Process Engineer, checks and reviews log sheets data taken by ACRO and WTO(for the water quality) every shift for proper monitoring of plant condition and compares the data with the standard operating values set forth for this operation. Any deviation from the standard value must be immediately corrected, and Shift Engineer must also immediately check the real cause of the problem to prevent recurrence of the same.
7. Maintains daily shift record on the Shift Engineer’s log book indicating actual operating conditions of the plant. A proper, clear and correct turnover of work between outgoing and ingoing Shift Engineers must be strictly observed before leaving the post and before taking over the next shift.
8. Keeps tract and personally supervise actual change-over works of running and standby major equipment, including filters and strainers, based on the schedule and procedure separately issued for this purpose to prevent unnecessary plant shutdown due to personnel’s mistakes.
9. When more manpower is needed is case of extreme emergency conditions that threaten plant operation and personnel’s safety, Shift Engineer must immediately contact all available off-duty personnel either from operations & maintenance, including security guards when necessary, for assistance and inform accordingly Operator Superintended and Plant Manager the reason of such all.
10. When any of the subordinated cannot report for work due to valid reasons, Shift Engineer must immediately arrange for replacement from off-duty personnel and/or extend on-duty personnel to avoid under-manning of operation.
11. Monitor subordinate’s work habits and attitude including their attendances and absences that could affect their individual performances and plant operation during their shift work and immediately reports to Operating Superintendent and Plant Manager for appropriate actions to take.
12. Ensures that safety of all operations personnel during his shift, including contractors temporarily hired by the department, is always kept a top priority unwanted accidents
13. Must stay in the control room as more time as possible to monitor plant operation thru DCS and to promptly decide any action to take during abnormal situations prevent shutdown. Shift Engineer must also check equipments operating conditions form outside the control room regularly to know in real time actual conditions of the equipment while in operation.
14. Directly supervise control room operation and commands Control Room Operator (CRO) to any adjustments to make that is necessary to maintain stable plant operation, but never allowed to push control buttons without consent and knowledge of the CRO on-duty to avoid confusions. In case CRO needs to go to comfort room to relieve or take his meal, Shift Engineer on-duty could temporarily take over control room operation but should advise or inform CRO thru available 2-way radio when adjustment is urgently needed during his temporary absence so that CRO could give advice as necessarily as possible before adjustment is to be actually made by the Shift Engineer.
15. Must lead all subordinates during his shift in maintain 5S at all times within the plant. Before turning over to the next shift, all areas must be cleaned using water and air to remove fugitive dust particles coming from coal, sand, and limestone materials that are normally suspended on floors, stairs and beams. Collected garbage and debris must be kept in a container before moving them to the waves disposal area located at the back of the coal yard.

6. Prepares daily production report at the end of cut off time for day’s mill operation(6am)
7. Responsible for the safety of his co-shifter during his shift.
8. Alerts concerned departments of any abnormalities in the utilities during his shift.
9. Updates and performs equipment roadmap activities.
10. Implements company rules, especially on pilferage and other use of safety paraphernalia during his shift.
11. Performs equipments troubleshooting, starting or shutting off, cleaning, minor repairs and other related work inside Powerhouse working in team with the boiler/utilities operator.
12. May perform other duties that assigned by his superior.

Job Summary:
Under the supervision of the Shift Engineer, the boiler/utilities operator is responsible in operating and controlling the operations of the boilers, air compressor, air dryers, deep well pumps, fire pumps, filter tanks and stand by diesel generator.

Duties and Responsibilities

1. Starts, operates and shut off Powerhouse equipment while adhering to the standard operating procedures of the department. This includes outside equipment such as deep well pumps, mill water pumps, and engine and motor drive fire pumps.
2. Ensure, maintain and control operating flows, temperatures and pressures of steam, air, water, and fuel oil as stated in the department’s objective.
3. Monitors and records reading on scheduled intervals of operating equipments. Performs preventive and corrective maintenance to ensure 100% availability of equipments.
4. Endorses equipment for maintenance services of mechanical, electrical, instrumentation and engineering groups.
5. Endorses equipments needing follow-up maintenance or observation to the next shifter.
6. Inquire and logs machine speed and basis weight of operating paper machine during the shift. Logs change grades, sheet brakes and paper on reel.
7. Retrieve samples for testing analysis (or as instructed by superiors) of Main Laboratory and Powerhouse mini-laboratory. Performs assigned testing. Records and analyze test results on his shifts. Compares test result with Main Laboratory and/or chemical supplier’s technicians to coordinate possible actions to be taken.
8. Alerts the shift engineer for any abnormalities in utilities in his shift he can inform concerned departments for needed corrective actions.
9. May fill up necessary SR (stock requisition) and MWC (mill work card) for Powerhouse Department team leader’s approval.
10. Adhere to the company rules especially regarding safety, housekeeping and pilferage.
11. May perform other duties assigned by his superiors.
