I am a self-motivated marine transportation professional, who enjoys the problem-solving process. Skilled at assessing needs and requirements for a specific operation, I can then put together a team of qualified individuals, who can achieve or surpass the required economic goal, while maintaining a safe working environment for vessel and shore-based employees. Trained as an ISM Auditor, I have constructed, implemented, and managed SMS programs for vessels. I have negotiated and written third party charter agreements, and then did oversight on the cargo loading and discharge, both at domestic and foreign ports. Vessel crew management has been part of my job description for many years. Through annual as well as on-the-spot evaluations and training programs, I have maintained crews that were competent, while assuring that their foremost day-to-day goal was that of the safety of personnel and equipment.

I am a United States citizen, raised in Liberia, West Africa, and schooled in Madrid, Spain and the U.S. I am not adverse to travel and/or working odd hours, as I believe both are an integral part of a job of this nature. I enjoy meeting and working with other cultures. I have managed cargo operations at ports in North, Central and South America, the Caribbean, and the South Pacific. Marine Superintendent | GULF CARIBE MARITIME, INC. Mobile, AL: 2000 to 2009
Reported directly to company President with responsibility for managing/maintaining the M/V DELTA MARINER, a 8,700 ton shallow draft ro/ro vessel, dedicated to moving Delta IV flight hardware for United Launch Alliance (formerly Boeing Aerospace). Assured safe and on-time cargo transits (up to $450M+ in value) between the factory in Decatur, AL, and launch sites at Cape Canaveral, FL, and Vandenberg AFB, CA. Operated with staff of 34 persons, and a $6 million annual budget.
• Ensured vessel compliance with all class and regulatory agencies (ABS, U.S. Coast Guard, SOLAS, ISM).
• Developed and implemented an International Safety Management program specific to vessel.
• Administered contracts with both United Launch Alliance and the Seafarers International Union.
• Recruited, interviewed, and hired Unlimited Oceans Class licensed officers, as well as Port Engineers.
• Reviewed evaluations and promotions for both licensed and unlicensed vessel personnel.
• Assured necessary training programs were made available to crew members.
• Scheduled maintenance dry dockings, as needed, and dealt directly with shipyard representatives.
• Worked closely with Marine Surveyors and attorneys in processing claims.
• Marketed the vessel for Third Party Charter cargo opportunities when not in service to primary charterer.
• Directly responsible for interfacing with shippers and agents, developing price indications, and drafting contracts for shipments.
• Traveled to domestic ports as well as ports in the Caribbean, Central and South America, and the South Pacific to assure project cargo operations were carried out in a safe and effective manner.

Port Captain | MIDLAND ENTERPRISES, INC. Mobile, AL: 1991 to 2000
Reported directly to Operations Manager with responsibility for starting Orsouth Transportation Company, a new division of Midland Enterprises. Began with a fleet of 6 push boats serving one customer, which grew in 4 years to 14 push boats serving 5 customers. Moved dry cargoes between Panama City, FL/ Corpus Christi, TX on the Gulf Intercoastal Waterway and Mobile, AL/Paducah, KY on the Tennessee Tombigbee Waterway and Tennessee River Systems. Supervised a crew of 137 combined vessel and shoreside employees.
• Interacted with U.S. Army Corps of Engineers and U.S. Coast Guard on issues of navigation and channel maintenance.
• Assured company equipment and personnel were in compliance with all aspects of the AWO Responsible Carrier Program and U.S.C.G. Cooperative Towing Vessel Evaluation Program.
• Recruited, interviewed, and hired qualified wheelhouse personnel.
• Participated in numerous maritime associations relevant to the company’s key operating regions.
• Responded to all emergencies involving company equipment/employees; applied Y-Root analysis methods to investigate root causes of problems and prevent future issues.
• Administered Vessel Employee Safety Training program, resulting in being cited in 1995 as the first towing division in Midland’s 75-year history to complete one year without a lost time injury.

Director, Deckhand Training Program | EASTERN MISSISSIPPI COMM. COLLEGE Columbus, MS: 1983 to 1991
Hired to initiate an innovative vocational training program for persons interested in marine employment on the soon-to-be-completed Tennessee Tombigbee Waterwaythis was the first program of its kind to use “live” equipment (i.e. push boat and barges) as opposed to mock-ups built ashore.
• Developed curriculum for the 12-week training program, which was eventually rolled up into Federal status through the Job Training Partnership Act.
• Administered annual budget of $250,000 in Federal and State funds.
• Oversaw maintenance of $1.2 million in marine equipment.
• Evaluated students for employment and worked with major barge lines to create placement opportunities.
• Negotiated lease and charter agreements, doing outside towing work to generate additional revenues for the training program.
• Upgraded equipment as necessary to maintain industry standards.
• Program became widely recognized as a role model within the marine industry and resulted in 120 students being trained annually, with an overall job placement rate of 72%.

Deckhand/Pilot/Captain | WARRIOR & GULF NAVIGATION CO. Chickasaw, AL: 1973 to 1983
Navigated vessels on the Warrior and Tombigbee, Mississippi Rivers, as well as the Gulf Intracoastal Waterway. Licensed as Operator of Uninspected Towing Vessels, February 1974. Promoted to Pilot in November 1974. Promoted to Relief Captain, August 1978. Promoted to Captain, January 1980. Responsible for 1,800hp and 2,150hp vessels, as well as 6 and 8 barge tows. Chosen by management to deliver 9 new vessels from Dravo Shipyard, Pine Bluff, AR to Mobile, AL, 1980-1982.
