1. Summary (Cover Letter) - CV/Resume Part 1 [Mandatory]

Over 25 years Global Oil and Gas industry experience with a high energy approach in Contract Management, Supplies and Logistics. A proven ‘Supply Chain’ professional with considerable experience and reputation for the development, implementation, compliance and application of Contracting strategy/process. Holding a proven track record for Contractor performance improvement, I have worked mainly in an Operator environment directly with Shell, British Gas, CNOOC, Woodside, Total as well as a Contracts and Procurement VP for a consortium of 6 International majors. Experience also extends to occasional assignments with Oil and Gas Contractors.

Achievements include the successful involvement of host country business communities to developing their business expertise within the International operations and thus increasing ‘local content’, establishing ‘fit for purpose’ organisation structures and process for effective performance. Experience has developed a competency to adapt own behaviour to effect and overcome change, including a tolerance to recognise social and cultural differences to adapt local country attitudes and different Company cultures.

Contracting experience has included all aspects of the Contract process for every type of contract within Exploration, Production and Development of major oil and gas fields and major O&G Projects. With a reputation for being particularly strong in Contract Strategy with innovative abilities for creating robust ESPCC Project terms and conditions, I have created many cost savings for all projects and operations that I have worked in.

2. Work Experience - CV/Resume Part 2 [Mandatory]

Extensive International experience has been gained working in the CIS Republic of Kazakhstan, Russia, Azerbaijan; I have also worked as expatriate in Gabon and Mauritania West Africa, Bangladesh, South East Asia, China and latterly Middle East.


June 2009 – current Total E&P Yemen - (TEPY)

Senior Contracts Engineer (Contract Position)
Based in Sana’a, Yemen on a day rate contract my responsibility is for performing a Senior Contract Engineer function for TEPY’s existing and ongoing Drilling operations (4 rigs) and Production Operations (60,000 bbls day) as well as contract management for new and existing Project contracts. Duties include the creation and development of tenders, controlling the tender process through clarification, evaluation, Government approval and Contract Award.
Duties also include the coaching and training of 3 Yemeni contract engineers, liaison with PEPA (Government) for contract process and award approval to satisfy cost recovery. Particular success has been to implement contract management techniques to improve Contractor performance.
Head of Contracts and responsible for all contracts concerning TOTAL’s E&P Yemen operating onshore oil and gas field in Yemen. The facilities are located on the East Shabwa permit about 600 km to the East of Sana’a, capital of Yemen.
As well as drilling and Production contracts responsibility included the tendering, evaluation and award of the Project ESPCC contracts. The ESPCC facilities contracted are a Central Processing Unit (CPU), Central Compression Unit (CCU), future Basement Production Unit (BPU) and future Water Treatment Unit (WTU) and of oil production and water re-injection wells. The recent tenders also included a US$300M power generation plant to use the production associated gas to generate power in order to both, limit the diesel consumption and increase the gas utilization. This project is currently undergoing TEPY partner approval prior to contract award.

July 2008 – March 2009
CB&I SubContracts Manager (E&I Shell Pearl Project Qatar) (Contract Position)
Based in London on a day rate contract my responsibility was for an existing and ongoing EP&C Contract. The work involved coordination and contract management for the Shell LNG Tankage farm project in Qatar. Duties included regular contract reviews, control and liaison between the Main contractor, French E&I Subcontractor, Project Management Team and Engineering. Specific tasks relate to Change management and control of change relative to the project at the same time ensuring compliance with the main contract and SubContract. This involved the development of a Change Management process and tracking system that was implemented to effect control on the E&I SubContractor and project costs. Reason for leaving – end of contract.

May 2007 – June 2008 Azeri Drilling Company (35% State owned) (Contract Position)
Contracts & Commercial Manager
Resident in Baku Azerbaijan with family for a 1 year assignment. Responsible for all Commercial, Contract, Procurement and Logistical matters for a 5 rig operation offshore Azerbaijan. Initial priority was to organize and issue tenders for increased rig operations offshore Caspian Sea on SOCAR platforms. The duties included liaison with State Procurement authority to ensure compliance with state procurement rules for tendering and contract award.
Developed new company business and procurement procedures and provided guidance to Azeri department heads relative to operating and business management.
Developed new supply base infrastructure program and inventory management system offshore support and inventory control.
Process developed for contract strategy and system for award. This covered supply of all equipment and services required for onshore rigs utilized on offshore platforms.

Nov 2006 – May 2007 AgipKCO London office (Contract Position)
Contract Board Specialist
Employed as Contracts Board Specialist responsible for review and preparation of all AgipKCO North Caspian project board submissions submitted for Board approval.
Duties included coordination and taking minutes, also to facilitate the recorded decisions taken to ensure cost recovery and ensure a formalized process was followed prior to contract award.
Liaison with Kazakhstan technical authority for approval was essential to ensure transparent and compliant board reviews were conducted and fully in line with established procedure and for inclusion of host country business in the opportunity to tender for the project contracts tendered.

Dec 2005 – Nov 2006 Woodside Mauritania (Contract Post)
Contract Specialist/Contracts Manager/Supply Chain Manager
Initially employed as Contracts Specialist, I was promoted to Contracts Manager and again promoted to Supply Chain Manager. Resident in Nouakchott Mauritania with family with responsibility for all Contract, Procurement and Logistics matters including FPSO, Drilling rig and drilling services and all local contracts in support of the Woodside Mauritania production and drilling campaigns offshore Mauritania.
Duties included the preparation of contract strategy for all equipment and services, invitation to tender, commercial evaluation, RFA processing to contract formulation. All of which was with close liaison and approval by the Mauritanian Oil and Gas Company.
I was responsible for, and successfully achieved local content development with local business community. This was important and formally recognised as key to the development of a close liaison with the Mauritania local business and the Mauritanian oil and gas authority to meet PSA conditions. This was achieved by local seminars, special tender conditions for involvement of local business and encouragement of joint ventures. Reason for leaving was simply that it was a difficult family environment with children working as an expatriate in the capital Nouakchott.

2003 – 2005 CNOOC (China National Offshore Oil Corporation) (Contract Post)
Advisor to CNOOC for developing International Business and Contract management
Employed as expatriate Commercial advisor assisting with CNOOC/COSL International Business Strategy and policy for new Operations in South East Asia and CIS. I was employed to assist contract negotiations between Shell and CNOOC drilling for the drilling of two exploratory wells in Bohai Bay.
My work included the setting up of business plans, budgets and commercial contracts for the drilling arm of COSL in regions CNOOC and COSL aspired to operate. This work entailed travel between China, Kazakhstan, USA, Malaysia and Europe. My role was also to introduce the Corporation and CNOOC representatives to Kazakhstan and set up country manager with a local office. The company was registered successfully in Kazakhstan with a Chinese country manager and negotiations closed on an offshore Caspian Sea structure to be developed by CNOOC & KazMunaiGas.

1983 – 1998 British Gas & BG International (Staff position)

1994 to 1998: Seconded to KazakhstanCaspiShelf Consortium (AGIP, British Gas, British Petroleum, Den Norske Stats Oljeselskap, Mobil, Shell, Total),
Based in Almaty, Republic of Kazakhstan; my position was Vice President Contracts and Procurement for Consortium Operations on the Caspian Sea; Responsibilities included Contract drafting, review and negotiation with oilfield service contractors, aviation contractors and other oil and gas Operators within Kazakhstan; Liaison with Legal Departments of Consortium Participants, advisor to Director General and Vice-Presidents relative to business and operational decisions. In addition I was the designate for deputizing for the Director General. This Consortium is now known as AgipKCO consortium developing the giant Kashagan project offshore Caspian Sea.

1992 to 1994: BG Gabon - Responsible for all Logistics, Commercial, Contracts and Administration activities for the British Gas operations in Gabon. Based in Port Gentil the operations included seismic and drilling operations in the Gabon forests as well as production and seismic operations offshore. My responsibilities included acting as deputy Country Manager with responsibility for liaison with Governmental departments, operational decision making, attendance at scout meetings and liaison with British Gas Headquarters in Houston and Reading. Production was circa 15,000 bbls per day.

1987 - 93 - Field Logistics and Contracts Manager. Located in Easington, North Humberside, England. Responsible for the provision of all Logistics and Contracts services to all operations and field development departments in the Rough Field both Onshore and Offshore. This responsibility included the Field Marine base in Gt. Yarmouth and all aviation activities.

1983 - 87 - Offshore Logistics and Contracts Engineer, Morecambe Bay Gas Project. Responsible for the total offshore logistics and contractor performance operations for the offshore Morecambe Bay gas field. This included offshore exploration drilling, field development of offshore jacket installation and hook-up to full Production operations. Responsibilities included transport services utilizing helicopters and marine vessels, (supply vessels, heavy lift barges, diving and standby vessels) control of supplies, platform services and accommodation. During hook-up responsibility for mobile accommodation installations Safe Lancia (semi-submersible) and Dyvi Gamma (jack-up) was also within my control. During drilling operations I was responsible for operations on the drilling vessels Morecambe Flame and Bay Driller.

1998 – 2003 Baker Solutions (Staff Position)
Integrated Tender and Contract Manager
As Integrated Tender and Contract Manager in Kazakhstan I had responsibility for coordination of all tender and cross divisional drilling activities in the region. I was responsible for all activities associated with the establishment and development of the integrated drilling services business in country and the region.
I was responsible for matters relating to operating registrations, recruitment of local staff, all commercial activities including contracts, tax, licensing, and work permits. My responsibility included leading the integrated service tenders and contract negotiations.

1980 – 1983 Shell Exploration and Production (Staff position)
Offshore Supply Controller
Responsible for maintaining supplies of materials and equipment by sea and air to a multi-discipline organization engaged in drilling, oil and gas production. I also was relief Offshore Installation Supervisor. My duties were conducted on various Shell platforms in the Northern and Central Sectors of the North Sea.
