I can be available on short notice, as little as 30 days. I am a U.S. citizen without any residency or work restrictions other than I believe, Cuba.

You will see by my CV that I have worked with a large multi-national workforce while on assignments in the Habshan Oilfield in United Arab Emirates, with Bechtel and while assignment to Mexico with KBR.I have extensive operations and process experience due to my 16 years working in the Gulf of Mexico, USA, Oil & Gas Operations field. I have been working in the Mechanical Commissioning discipline for over 9 years. I have worked on BP's Thunderhorse deepwater development project, where I was responsible for overseeing the Mechanical Commissioning team, consisting of over 40 personnel, to include degreed engineers, senior techs and 3rd party contractors. I was also assigned to BHP Billiton's Shenzi deepwater development project. I was responsible for writing the Mechanical Commissioning Test Procedures as well as overseeing the execution of these same procedures at the Integration Facility located in Ingleside, Texas, USA and offshore Gulf of Mexico. I am presently supervising the HSE Team while working as the StartUp Safety Coordinator for Bechtel’s Gas Plant expansion project OGD-3, Habshan UAE. The design capability is 1.3 mmscf NGL. I am actively involved in Bechtel’s People Based Safety program and implementing this among the over 4,000 man, multicultural workforce.

I am able to speak English, Spanish and having served in the US Army, stationed in Northern Germany; I am still able to speak some German.

4/2009-to-present---Bechtel Habshan, UAE OGD-3 Project
Operations Shift Controller
Job duties and responsibilities: I am responsible for the day-to-day supervision of up to 10 Process Operators as Plant systems are commissioned and “handed-over” to the Operations Group. This includes all utilities systems as well as the Fire Protection Equipment. The Operations Group has also been tasked with conducting the remaining Steam Blows, preceding Compressor/Turbine runs.
StartUp Safety Coordinator
Job duties and responsibilities: I am tasked with several duties, first and foremost being the StartUp Safety Coordinator, assigned to the COMT team. “COMT,” being the Commissioning, Operations, Maintenance and Training Team. This involves the direct supervision of the permit to work technicians, working with the construction team as well as, Commissioning, StartUp and eventually the Operations situations. The Projects Gas processing capabilities include Gas Dehydration, Gas Sweetening, Compression and Re-Injection to the reservoir at a design rate of 1.3MMSCFD NGL.I was integral in rewriting the project’s Emergency Response procedure as the project’s situation transformed from a construction site to a fully functioning and operating Gas plant. I was responsible for leading and writing the HAZIDS and PSSRs for the Projects various operating Units and key processes. I was also responsible for conducting on-site safety audits as well as performing incident investigations and reporting. The Projects’ total manpower at this point is comprised of a 4,000 man strong, multicultural workforce.

6/2004-to-2/2009---Deepwater Specialists Inc., Deepwater GOM
Mechanical Commissioning Lead
Job duties and responsibilities: I was primarily tasked with overseeing and supervising 3rd party contractors in confirming the mechanical integrity of the process and utility systems on Chevron’s Gulf of Mexico Deepwater Development Project, Tahiti FPF. This facility’s designed specifications are projected at 125,000 bpd and 70 mmscf. The facility is located in over 4,100 ft of water, approx. 190 nautical miles South of New Orleans, LA.

Mechanical Commissioning Team Lead
Job duties and responsibilities: Responsible for all Mechanical Commissioning Procedures both Utilities and Production. Generating common standards, systems, processes, in support of the planning and execution of Production Systems, Commissioning and Handover for BHP Billiton’s Shenzi Deepwater Development Project, which took place at the Houston, Texas. Once the team was mobilized to the KOS, Ingleside, Texas facility, my primary job scope transitioned to supervise the Lead Techs and Techs in the completion of the Dynamic Commissioning of all processes, utility and production systems. The successful commissioning of these activities was accomplished during the land-based phase of the project’s development. During this time, I was involved in the daily progress meetings involving the client, contractors & vendors including: safety, daily work activities planning & completion of tasks. These duties also involved the material requisitioning of commissioning spares.
The offshore commissioning phase of this project was completed in record time with zero “lost time” accidents or damage to equipment or the environment. This facility’s designed specifications are projected at 120,000 bpd and 50 mmscf. The facility is located in over 4,300 ft of water, approx. 120 nautical miles South of New Orleans, LA.

Mechanical Commissioning Engineer
Job duties and responsibilities: Supervise Mechanical Commissioning Engineers, Lead Techs and Techs in the completion of the HUCT scope of BP’s Thunder Horse Deepwater Development Project. The total estimated daily production is 250k B/D with natural gas estimates of 200mmcfd.The facility is located in over 6,000 ft of water, approx. 150 nmiles SE of New Orleans, LA.
I was heavily involved in all phases of this project’s development beginning at the McDermott fabrication yard located at Amelia, Louisiana. During this initial phase of the project I was actively involved managing daily progress meetings client, contractors & vendors including: safety, daily work activities planning & completion of tasks. Direct and indirect control over construction crewmen and subcontractors to ensure completion of punch/check-out list of all process, utilities piping and vendor provided package units, to include the dynamic commissioning of all processes, utility and production.
Once the project mobilized to the Kiewit, Ingleside, Texas, integration facility my duties became focused on the documenting and verifying the Acceptance/Sign-off documentation of all systems for Handover Certification Packages, Certificate of Inspections, Coast Guard Certifications and American Board of Shipping. Directed & assisted contractors to comply with the contract specifications, review & resolve issues involving construction, commissioning & operations.
Material requisitioning for commissioning spares. I was tasked with interfacing with the permit to work coordinator as Issuing Authority. My additional duties were as the Supervisor in charge of the Confined Space Entry program with this project at the Louisiana fabrication site and at the Texas Integration facility.

3/2003-to-3/2004----KBR Bay of Campeche, Mexico.
Start-Up Engineer
Job duties and responsibilities: Overseeing the daily Start-Up operations of PEMEX/KBR EPC-1 project Operators and liaise with Client Engineering and Supervisory Staff. Project completion goal of processing and compressing 900mmcfd, utilizing Gas Dehydration, Gas Sweetening with MDEA, dew point reduction achieved with propane refrigeration system. This included Gas re-injection for optimizing Oil production. I was directly involved in the supervision of a large multi-national workforce to complete project goals in a safe and timely manner.

4/2002-to-3/2003----Wood Group, GOM, USA.
Lead Operator
Job duties and responsibilities: Supervise the company’s contract operators to maximize the daily production of over 200mmscfd.I was directly responsible for the day to day production and supervision of 14 offshore platforms and 21 employees, including both a field helicopter and a field supply boat. This involved gas compression utilizing multiple reciprocating compressors spread-out over several production platforms.

2/2001-to-3/2002----KBR Bay of Campeche, Mexico.
Start-Up Supervisor
Job duties and responsibilities: Supervise the final commissioning phase of PEMEX/KBR EPC-1 project’s process equipment and train operators as to Company’s and Industry approved policies and procedures. This is to include gas sweetening, dehydration, compression and final dew point compression with propane refrigeration of over 900mmscfd.I was tasked with coordinating permit-to-work duties and responsibilities with a large multinational workforce.

2/2000-to-2/2001--Baker Energy GOM, USA.
Operator in Loop Operations
Job duties and responsibilities: To maximize oil production from a mature field utilizing Gas-lift and Gas compression, to include I&E and mechanical troubleshooting as necessary. Due to the large area involved in this field operations were conducted by a single operator, assigned to a single platform. This involved troubleshooting and a “think on your feet” type of work ethic.

1/1998-to-2/2000----Coastal Production Services GOM, USA.
Lead Operator in Loop Operations
Job duties and responsibilities: I was responsible for controlling and assigning a field support helicopter as well as supply boat. Ensure that daily production goals were achieved, utilizing approved Operational practices and conforming to all Government and Company policies and regulations. As this production field comprised of High Pressure, High Temperature wells constant and directed supervision was required. Maintain and inspect equipment in accordance with USCG regulations.
