The main reason for me to have applied by email to the offered position is that based on my wide and time-extensive maritime experience coupled to an extensive knowledge in the various related transport fields, I do feel that I would fit well into the profile as mentioned in your advertisement and I would be able to offer you and your company this all on a very professional manner and level. Also please note that I can re-locate wherever required.

Therefore I do hope that we would be able to further this contact and come to a fruitful conclusion.

In my opinion, the following remarks are for your consideration:

a. Sailed in all ranks on board a large variety of ships, through which I have gained a rather considerable management expertise, whilst being far away (especially postings in Gabon and Angola) from head offices and providing proper services to the principals;
b. The complexity of the variety in survey appointments has lead to a very large practical expertise and experience in the fields of Vessel inspections, Offshore, Logistics, Ships- and Port-operations, international/national maritime directed legislature, etc..
c. Regarding additional skills I do like to point out that language-wise I do feel that communications would pose no real problem to me as I am fluent in Dutch, English and French (oral and written) and also do speak a good deal of German.

2. Work Experience - CV/Resume Part 2 [Mandatory]

14 years experience as Deck Officer and Master on variety of vessel and with different companies.

From 1989 until the present been engaged in the Marine Surveying and Consulting fields both in Europe and the Caribbean area. This work entailed appointments by a large variety of principals, mainly Ship Owners, PandI Clubs, Marine Underwriters.


2008 – present : Self employed Marine Surveyor and Consultant

• Located in Oldmeldrum, Scotland, serving former and new clients.

2007 – 2008 : Managing PBD NV., Freight Forwarding Company.

• Set up and initiate freight forwarding operation on St. Maarten, Netherlands Antilles.

• Managed company, this with local wholesale clients importing cargo from Far East for distribution in Caribbean basin.

1989 – 2008 : Manager/Owner Oosterwijk Surveying Agencies NV in St. Maarten.

Working with this company, I represented:

• Foreign insurance companies, P and I Clubs, shipping companies, local/international law firms as well as private entities;

• The company held an appointment as Lloyd’s Agents for St. Maarten and several surrounding islands.

Mostly the work was in connection with:

• Claim handling and settlement negotiating in respect of the condition and/or damage of many different types of cargo;

• Assessment of the nautical and technical condition of a large variety of different types of vessels through on board inspections and dry docking attendances;

• Inspections in respect of Preventive Maintenance Systems and their set ups;

• The condition – and maintenance inspections of medium to large yachts, including dry docking overseeing;

• Survey and consultancy work in other maritime fields.

1988 – 1989 : Logistics Manager for agricultural industry.

The company, JOZ Agri NV., I worked for was engaged in the design, production, sales and installation of both manure storage facilities and manure removal installations for farms in The Netherlands, Germany and the United Kingdom.

The work for this shore-based company included among others:

• The complete logistical set-up and planning of the company;

• The set-up and carrying out of maintenance programs for the various machinery and related parts after having been sold to clients.

1986 – 1988 : Captain Merchant Navy, various companies.

I worked (through a crewing agency in Den Helder, Dutch Northsea Labour
NV.) as Chief Officer and Captain on a variety of vessels such as:

• Oilfield Supply Vessels in North Sea and West African operations for companies like SeaTeam – Den Helder, Damen Gabon SA and Van Oord Dredging NV;

• Seismic Research vessels for Petro Canada Inc;

• Reefer and General Cargo vessels in Europe, US, Caribbean and
African areas for companies like Vroon NV

1984 – 1986 : Representative for St. Maarten of the Shipping Inspectorate of The Netherlands Antilles.

As the representative of this government body, I carried out:

• Flag State Control inspections on board visiting vessels. These on board or dry-docking inspections were done for safety maintenance aspects;

• Maintenance, installation and operation of Coastal Navigation aids.

1984 - 1986 : Harbourmaster St. Maarten.

My responsibilities here were in connection of:

• Preliminary work and subsequent setting up of a local privately owned Port Authority instead of government operated Harbour Department;
• General port operation;
• To promote the port with foreign shipping companies and other entities in the Caribbean region;
• Assisting the Masters of visiting vessels in all kind of different matters from obtaining fuel, water and stores to the repatriation of crew to their respective countries of origin;
• Establishing and maintaining regular daily contact with the involved Shipping Lines and their local Agencies;
• The offering of a professional pilot service to visiting vessels.

1973 – 1984 : Holland Amerika Lijn:

Sailed as an apprentice on different types of freighters. Subsequently I sailed as 4th and 3rd Officer on different passenger ships. As 3rd Officer I dealt with:

• All responsibilities for matters pertaining to lifesaving equipment and related safety certification and dry-dock work;

• All shipboard administrative work of Deck Department matters.

As a 2nd Officer I sailed on passenger vessels. In this capacity my responsibilities were:

• Maintenance of all on board firefighting equipment and their related certification work during operational as well as dry-docking periods;
Stability maintenance of vessel prior and during voyages, including overseeing of bunkering, trimming etc;

• Responsible for ordering and maintaining stock concerning the operations of the Deck Department, including preparation of dry-docking lists, overseeing dry-docking work and co-operation with Shipping Inspectorate, US Coast Guard and Class Bureau;

• Overseeing work in respect of certification of the vessel in co-operation with Shipping Inspectorate, Coast Guard and Class Bureau.

3. Education & Training - CV/Resume Part 3 [Mandatory]

Received full basic training at Nautical College in The Netherlands.

Subsequent education for Deck Officer certificates received in two different nautical colleges in The Netherlands, being Den Helder and Vlissingen.

Additionally courses done in basic and advanced firefighting and firefighting management both in The Netherlands and USA. Correspondence courses followed and finished in Maritime Law as well as Freight forwarding.


1966 – 1969 : Secondary School with Certificate;

1969 – 1973 : Nautical College Den Helder, Basic Training;

1974 : Third Officer’s License, Nautical College Den Helder.

1981 : Second Officer’s License, Nautical College Den Helder.

1983 : First Officer’s/Master’s License, Nautical College Vlissingen.
Licensed in 1987.

1983 : Bachelor’s degree in Nautical Sciences.
