1. Summary (Cover Letter) - CV/Resume Part 1 [Mandatory]

I am working in the Department of Public Health Engineering (DPHE), Government of Bangladesh for the last 28 years to deals with water supply and sanitation throughout the country. During the tenure of my service career in DPHE, I had the opportunity to get involved in a number of rural water supply as well as urban water supply and sanitation projects and gathered diverse nature of experiences and knowledge on their approaches and modalities. On the top of that, by dirt of my position at different tiers of hierarchy, field experiences and mixed with observance of formalities keeping pace with rules and regulations of Government of Bangladesh and donors (WHO, WB, ADB, Danida, JICA,IDB) had cross-fertilized my knowledge to deal with the business in efficient manner.

I also act as Project Director of 2(two) water supply and sanitation projects with different modalities and approaches. The execution of these projects created avenue to gain sufficient capacity and experiences to deal with and project relating to water supply and sanitation irrespective of size, cost and location of the project.

As a Project Director, I am involved in the process of preparing a number of manuals to guide the field engineers and NGOs for smooth implementation. I am facilitating establishing MIS, GIS and record keeping system with the field engineers and municipalities. Preparation of project implementation plan (PIP) keeping conformity with Annual Development Programme budget provision. The above mentioned works illustrate my capacity to prepare high quality report and documents.

I have relevant computer skills (Microsoft products, HTML, etc.).

2. Work Experience - CV/Resume Part 2 [Mandatory]

Total Service length: About 29 years 6 months.

After Graduation in 1979, I am working in the Department of Public Health Engineering, Govt. of Bangladesh. The Agency is responsible for ensuring water supply and sanitation facilities throughout the country. Presently I am working as a Superintending Engineer, Planning Circle, DPHE, Dhaka.


a) Post : Superintending Engineer, Planning Circle, DPHE
Period : August/2009 to till now.

Looking Planning related all activities of the Department. Preparation and processing documents, negotiation with donors, NGOs, Government agencies. Formulation of policies, contract, sector development approaches, evaluation reports and strategy papers and policy documents. Contact and attend meeting with the Ministry and Planning Commission for approving the projects. To keep contact with ADB, World Bank and different foreign bilateral/multilateral donors for water and sanitation sector projects,

b) Post : Project Director, Groundwater Management Project, DPHE
Period : January/2008 to till now.

Managed multidisciplinary team consisting of consultants of various disciplines-like engineers, geologists, hydro-geologists, sociologists, economists, environmental specialist, MIS & training specialist, model specialist, pipe-network modeller, drainage engineers and NGOs

The works included preparing project plans, schedules, time frames, procurement of project related materials and equipments, fund disbursement, submission of progress report both physical and financial, overall supervision of works and progress reports.

The project covered 148 municipal towns all over the country. The project components covered to identify safe drinking water sources, feasibility study for determine ground/surface source, preparation of master plan on water supply, sanitation and drainage issues, economic and financial analysis, EIA, SIA etc.

c) Post : Project Co-ordinator, CDSP-III Project, DPHE
Period : October/2006 to March/2010.

Char (Island) Development and Settlement Project under umbrella programme of the Ministry of Water Resources, Government of Bangladesh. The project was undertaken in the coastal islands in the eastern part of the country. Project included installation of water points (Deep tubewells, Pond sand filters, rainwater harvesting system, public toilet, and house hold latrines. Also engaged and supervised the motivational and awareness building activities, training programme of NGOs working in the project areas.

d) Post : Executive Engineer, DPHE
Period : March/1993 to January/2008.

Executive Engineer, Jhenaidah, Barguna, Narail : Implementation of different rural and urban water supply and sanitation infrastructures, drainage and solid waste management projects supported by UNICEF, WHO, DANIDA, JICA.

Executive Engineer, Planning Division: Involved in preparing project documents (PCP, PP, TPP), 5-year, 3-year rolling plan and Poverty Reduction Strategy Paper (PRSP), Project documents, Negotiation with donors, NGOs, Government agencies. Formulation of policies, contract, sector development approaches, evaluation reports and strategy papers and policy documents. Contact and attend meeting with the Ministry and Planning Commission for approving the projects. To keep contact with ADB, World Bank and different foreign bilateral/multilateral donors for water and sanitation sector projects,

Executive Engineer, Store Division, Dhaka: Was responsible for monitoring, logistics planning and support, materials procurement, dispatch to different project locations, quality control of materials and products. Trained staffs on store management.

Executive Engineer, IDB assisted Water Supply Project-II. The project was implemented in the costal belts of Bangladesh. The responsibilities include selection of different water options, supervision of installed water points and water quality, preparation of annual programme, progress reports, prepared reimbursable claimed documents, project completion report.

Executive Engineer, Programme and Coordination Division, Dhaka: Works includes preparation of monthly water point’s status of the country, annual budget (physical and financial) and submitted to the higher authority.

f) Post : Sub- Divisional Engineer /Assistant Engineer, DPHE
Period : January/1980 to February/1993

Sub-Divisional Engineer, Magura, Jessore, Barisal, Nilphamari District: Responsibility includes assisting Executive Engineer, conducting survey, data collection and preparation of estimates, supervising water supply and sanitation (rural & urban) projects including donor assisted (UNICEF/ADB/GOB), routine maintenance work of water supply system, preparing project report, project completion report and bill for completed works: and reporting to the Executive Engineer.

Sub-Divisional Engineer, Groundwater circle, Dhaka: Provided technical support to all the territorial staffs of DPHE relating to groundwater issues e.g design and development of production well, monitored groundwater depletion in different geographic locations of the country for seasonal variation and water quality, analyzed monitoring data to fix up strategy for the planners at the HQs as well as field engineers to coup with the situation. The works also included the rehabilitation and regeneration of production/deep wells of urban water supply and monitored the activities of four zonal water quality laboratories.

Assistant Engineer, Planning circle, Dhaka: my responsibility was to prepare annual development programme, project proposal and project concept paper of the water supply and sanitation related projects

•Exposure and study tour in Sri Lanka and Thailand from 25/04/04 to 05/05/04 under World Bank assisted Arsenic Mitigation Project. Visited and Gather Experience in construction and maintenance of rural piped water supply and Rainwater harvesting system in deferent Provinces of the two countries.

•Attended and present paper on “Remediation measures for arsenic mitigation in Banga Upazila, Bangladesh” in Inter Regional Workshop:” Environmental Health Impacts from Exposure to Metals”, 1st to 3rd June 2005, Shimla, India. The programme will address human and environmental impacts form exposure to four heavy metals in specific settings, aiming at defining mitigating and preventive actions. The metals are arsenic, mercury, cadmium and lead. The workshop will be based on the presentation of local case studies related to metal exposure in the household, to occupational risks, metal contamination of medicinal plants and of crops through the food / feed chain. The case studies will be preceded by brief formal presentations on toxicology, epidemiology, and analytical issues. Speakers and participants will discuss the issues and jointly prepare draft actions plans and propose a framework to develop and implement them at national and regional level.

•Attended XII-International Rainwater Catchment Systems Conference’2005 from 15th to 18th.November’2005 in New Delhi, India. The theme of the conference was Mainstreaming the Rainwater Harvesting.

•Familiarization visited to IDB HQs, Jeddah, Saudi Arabia from 11th.August to 20th August’2006. Gather information and Knowledge on finance, HRD etc.

•Exposure and study tour in Holland from 07/09/08 to 19/09/08 under Char Development and Settlement Project-III (CDSP-III). Visited and Gather Experience in construction and maintenance of Dikes and Dunes, Storm Surge Barrier, Urban Water Supply, Sewerage system in Amsterdam City, Tunnel Work in Rottardam City, Land Reclamation in Lelystad and Flevoland Provinces, Land Registry system, Forest and Agricultural activities of Holland, Also visited Antwenpan province of Belgium and Dusseldorf City of Germany.

•Attended Achieving the Millennium Development Goals in South Asia Sub-Regional Workshop from 4-6 November, Kathmandu, Nepal organised by ADBI, ADB, ESCAP, UNDP In Cooperation With Government of Nepal (GON), SAARC Secretariat, WHO, UNICEF, FAO, UNIFEM, UNFPA, UNAIDS.
