Position Commissioning & Operations Assurance Manager
Located at the corporate JRM offices in Singapore, and Fabrication yard in Batam, Indonesia. Project contractor for delivery of Living Quarters with utility deck (POB 200+) and Central Processing Platform Integrated Deck (20,000 tons), Flare Tower and jackets for all facilities.

Roles and responsibilities as per the following;
Manage and control the development of pre-commissioning and commissioning functions applicable to all phases of the project. This included the Bid/Estimation Phase, project mobilization and execution phases. Also facilitate hand-over activities scope completion.

• Compilation of Commissioning Budgets (Manpower resource and mobilization, Temporary Equipment Rentals, Vendor Mobilizations, Test Equipment, Operations & Maintenance Manuals).
• Management of commissioning team 96 personnel.
• Recruitment of skilled experienced Commissioning Engineers aligned to Mobilization schedule and Commissioning organization chart.

PROJECT: FPSO NINGALOO VISION (short term project as replacement for ex commissioning manager)
Position Commissioning Manager
Located at the Prosafe offices Singapore & FPSO Fabrication & Integration yard Singapore. Position as Commissioning Manager of a conversion FPSO, managing a team of international and local commissioning engineers.

Development of MC/PC & Commissioning execution schedulable (level 3 system and subsystem). Development during the project of all MC & Commissioning deliverables, with interface to detail design engineering and vendor suppliers so as to ensure an approved detailed schedule for completion and commissioning activities.

Pre-commissioning/Commissioning Preparatory Phase:
• Management and proper implementation of all Pre-com/Comm requirements.
• Ensures that MC Database (PIMS – CR2) is populated and linked in a timely and efficient manner, with particular attention to the system/subsystem breakdown, the test/check sheets are developed, etc. Coordinates checks and audits so as to guarantee the quality of the MC database.
• Responsible for development of approved commissioning procedures – including commissioning strategy and associated common support procedures (LOTO, Punch list, and As-Built, Mc Manual, Turnover & Acceptance, N2/He Leak Test, and Preservation Procedures etc).

Commissioning Execution Phase:
• Responsible to ensure HSE is given the highest priority, e.g. Commissioning personnel are adequately trained, Permit to Work procedures are duly applied and job instructions complied with, potential hazards are immediately addressed.
• Management and control of all Pre-commissioning status and approval for system/subsystem hand-over from Construction to Commissioning (RFC).
• Supervises and coordinates Commissioning activities on the Marine and Topsides Utility and Process Systems, including sub-sea (and associated equipment). In particular, the update of the Commissioning schedule, provides input as required (e.g. planning of baseline inspection activities); ensuring that commissioning activities are completed as per schedule; ensuring that inter-discipline checks are performed by the commissioning team; controlling the timely issue and the accuracy of all progress reports; coordination of all onsite vendors; ensuring that temporary utilities, tools, spare parts and consumables are available during the integration and commissioning execution phases.

June 06 to Nov 07 BHP Billiton (Client side)
PROJECT: Stybarrow FPSO Development (entire project duration post FEED)
Position Commissioning & Completions Manager / Coordinator
Located at the BHP Perth offices Western Australia & FPSO Fabrication & Integration yards Singapore. Position as BHPB Billiton client representative for Pre-Commissioning & Commissioning of a new build FPSO with design Oil handling capacity of 80K bbl/d, Produced water capacity 95K bbl/d, Gas handling capacity 45mmscfd, Water injection 110K bbl/d complete with dis-connectable mooring system. During this Commissioning preparation phase responsibilities and deliverables including development of commissioning procedures for Pre & Post FPSO installation, testing of Subsea controls, hydro testing Flow lines/Risers and umbilical’s, flow assurance and Subsea controls. Liaison with main contractor Modec in the development of accurate integrated commissioning Procedures, support documentation (Mechanical Completion Procedure, ITR’s, Commissioning Manpower resourcing, PTW Procedures, Spares, Punch Lists, Vendors etc) and commissioning schedule for both Hull marine systems and FPSO Topsides/Turret, Utility & Process modules.
Main Responsibilities included:
• Development of Completions Data Base (Project Tools) to incorporate Engineering Lists with Project Tag/ITR/Subsystem allocation.
• Development of P&ID/Elec SLD Subsystem Boundary Limits.
• Manage Pre-Commissioning & Commissioning activities directing assigned System Responsible Commissioning Engineers.
• Liaison with Engineering design office interpreting design drawings and specifications, inclusion of commissioning execution temporaries requirements.
• Knowledge and practice QA / QC HSE procedures.
• Consult with Fabrication Yards QA/QC groups with reference to Mechanical Completion.
• Liaison and coordination of all onsite Commissioning Vendors.
• Liaison and coordination with Third Party Surveyors ABS reference to witnessing of critical MECHANICAL Completion/Pre-commissioning & Commissioning.
• Addressing critical path issues and highlight deficiencies non-conformance.

PROJECT: Sakhalin Project Phase 2 – Lunskoye-A & Piltun Platforms (1 Year contract for onshore posting in S.Korea)
Position Lead Mechanical Commissioning Engineer
Located at the South Korean Fabrication & Integration Module Yard (Samsung Heavy Industries), development of Commissioning Procedure method statements, Job Card man hour estimations, Compilation of Mechanical/Process Isolation Procedure. Identification of temporaries required for execution of method statement Commissioning Procedures. Pre-Commissioning & Commissioning of Topsides Utility/Process systems and Drilling facilities prior to load-out and sail away. Mechanical systems planning, resource allocation, overseeing and reporting progress to the Senior Mechanical Engineer, Pre- handover field inspections (Tri-Party Walk Downs).

Position Power Generation Manager
Located at the Singapore Fabrication & Integration Module Yard (SMOE), coordinating a team of Integrated Construction & Commissioning Engineers and sub-contractors in the preparation and completion of all Construction, Pre-Commissioning & Commissioning activities of the following main activities:
• Completion of Modular Construction Activities including all Electrical Power Distribution LER’s (onshore and Integration sites).
• Completions as per Mechanical Completion Subsystems Priorities.
• 3 x 23 Mw LM 2500+ Main Power Generators (Nuovo Pignone)

PROJECT: FPSO Brasil (Petrobras) – (Offshore Brazil Location)
Position Completions / Commissioning Manager
Located offshore Brazil Roncador Field, final commissioning and 1st Oil/Gas phase of FPSO with a production rate of 180,000bbl/d, development 1st Oil commissioning plan/schedules, liaise with client during acceptance inshore phase and satisfy all harbour authorities rules and regulations. Handover Topsides and Turret Process facilities to operations group. Manage all completions team, vendors and local labour. Close out of all Engineering queries, “as-built” P&ID’s and vendor documentation. Third party verification with certifying authority ABS and Petrobras client at deepwater location to demonstrate performance/reliability of commissioned systems including string test of Gas Lift train using gas cocktail test medium.
