1. Summary (Cover Letter) - CV/Resume Part 1 [Mandatory]

I am working as a GIS/Database assistant in early recovery unit, UNDP – Batticaloa since July 2009. Apart from this, I have also worked at UNOCHA for 3years (2006-2009) period as as GIS/Database assistant. As an overall, I have more than 4 years of working experience and engaged in humanitarian/ early recovery assistance as well as GIS field in NGO sector and academic career.

My position as a GIS Assistant has provided me plenty of experience and firsthand knowledge in Mapping, Database management, Livelihood coordination at different levels, such as humanitarian, early recovery and development phases during different disasters namely tsunami, pre and post conflict situation at present. Similarly my position with UN OCHA and UNDP has given me vast knowledge on information management and general early recovery coordination in the affected districts.

Contributing significantly to the mapping and coordination in Batticaloa District, I have been playing an instrumental and dynamic role in the establishment, Information management system and guidance of an objective oriented, practical and long felt need of the district and divisional level livelihood coordination mechanism in Batticaloa. I am assisting in the collection and management of data entries and the use of standardized systems to support humanitarian operations and support other information-sharing protocols, such as share the standards and the use of standardized metadata. These standardized databases include: Who Does What Where, Contact Directory,. The current mechanism we have created here gives the leadership by closely Mapping Database management, Coordination & dissemination of information in early recovery, Disaster Management and livelihood activities both within the UN agencies, Government authorities, international and development agencies, which is well recognized and accepted by all stakeholders. This mapping work is a visionary approach towards achieving the goals of emergency response, Early Recovery and finally leading to sustainable development of marginalized and conflict related information within the parameters and policies set by the government.

I have also been able to successfully guide and implement the Government authorities by producing the information tools such as maps and databases. In addition to this, I have also digitized new shape file for survey department to plot new administrative maps and some development maps. Further to this, I have also been engaging in the preparation of giving shape files and maps to a newly conceptualized work with Survey department and Government agent of the district regarding the Division boundaries and GN Boundaries (villages’ boundary) in the resettled areas by Digitization.

In addition to mapping work, I have successfully implemented many livelihood related tools and matrices in the conflict affected areas by engaging fully in the identification, planning, implementation, and monitoring and evaluation stages and finally outlines the gaps and issues.
During my early recovery support I have supported eastern province district early recover information management coordination work. I have developed an early recovery database software which have 3W, Contact directory and need assessments information.

Further, I was able to contribute significantly to the upliftment and development of early recovery and livelihood interventions in the newly resettled areas with the participation of government and humanitarian actors.

My educational background has instilled in me the qualities required to meet the rigor of this demanding profession. Graduation in Agriculture has provided a strong foundation in understanding the environmental problems relating to waste, water, and air in different areas of life. During the course of my special undergraduate and Master’s period, I took up several research projects, which are described in my enclosed CV. Master of Science in Geo-Informatics at University of Peradeniya, Sri Lanka has not only given me a sound and firm grounding in GIS but also taught me the invaluable skills to manage, lead and collaborate effectively with people. Good reputation of high quality work in GIS and remote sensing environment and standards, an extremely distinguished team members are the factors, which have motivated me to carried out GIS carrier to certain level in that field.

Moreover, by being an UN staff, I have sound knowledge and understanding of the UN Systems particularly its security requirement and standards.

Finally I am a good team player who respects other cultures and ethnicity, able to coop up with any kind of volatile situations together with flexibility, self motivation, strong communication, interpersonal and negotiation skills.

I strongly believe that I will be able to apply my analilytical and strategic skills, knowledge and experience in achieving the optimum output and objective of the above position. I also believe that I will be able to practically apply my successful experience in terms of Mapping and Database field as well as in information management/coordination related work with giving a strong leadership to the UNDP early recovery unit, if I am given an opportunity.
