I am an HSSE practitioner, by profession, Filipino, 39 years of age, a graduate of BS Electronics and Communication Engineering. Currently I'm connected here at the Pearl GTL Project (Qatar) working as a Senior HSSE Officer under Linde/GAMA EPCM for the Air Separation Package Unit. Working here for almost two years I'm due to be demobilized this coming end of October this year with Non Objection Certificate (NOC). I have been able to work before in Saudi Aramco project as a Safety Officer, when we constructed the Rabigh Olefin Plant Project in Rabigh City with CCC as my company (January 1997 up to April 30, 2008).

Sir/Madam, as a safety practitioner my capability and experience ranges from handling and supervising all related systems with regards to Risk Management and Loss Prevention. Knowledgeable in developing and implementing safety measures/controls that are vital in the execution of construction activities. Working experience in imposing strict implementation of the Company Safety Policies and Regulations. Conduct of Hazard Identification and initiate mitigation control to manage risks and hazards as identified. Additionally my experience in working in a multi cultural environment surely would be a plus in my work qualification.

Duties and Responsibilities

Administer and enforce strict adherence to the HSE norms as laid down by GAMA by all employees at the site.
Ensure that a Total Safety Task Instruction (TSTI) is conducted every morning by the Foreman/Supervisor/Engineer discussing what will be their task for the day, identifying the possible hazard that may occur in their respective area, and the control measure as well, and doing so, me and my Safety Officer contribute some points regarding safety matters if necessarily.
Assess potential risk and hazards at workplace and suggest preventive measures to employees by physical inspection of equipment and work area and at the same time ensuring the presence and performance of my Safety Officers on site.
Ensure that Accident, Incident and Near Miss Investigation are being reported by Safety Officer to prevent re-occurrence and if ever there is deficiency , me myself will conduct re-investigation and prepare a report to be submit to my immediate supervisor.
Monitors and ensure that safety lifting plan and erection checklist are in place before commencing a lift more than 10 tons as well as critical lifts.
Monitor and ensure that supervisors across disciplines comply with the permit to work policy. Done by daily inspection of work permits and the necessary documents.
Preparing a risk assessment whenever a new task or activities engaged in my area and submit to my superior for review.
Giving assistance to other areas in absent of my colleagues.
Ensure safety precaution and procedures are met before and during hydrostatic and pneumatic test.
Conduct a weekly audit of all supervisors across departments and prepare the weekly audit report for submission to the HSE Manager.
Coordinate with the client to ensure that all HSE norms as established by the client are followed by all supervisors and workers.
Prepare DOR (Daily Observation Report) to record any violations or non conformance acts and submit it to the HSE Manager.
Preparing daily reports and submit it to my immediate supervisors.
Carry out any other duties as and when required by the supervisor.
