8/2010 to 12/2010 (contract) – Hawk Technical Consultants, LLC. ), Anchorage AK, Safety and Industrial Hygiene Specialist (contracted to the Trans-Alaska Pipeline System). Provided Safety and Industrial Hygiene field management, implementation direction, and team building guidance to core staff, first line supervisors, contractor leadership, and capital projects and baseline maintenance personnel. Particular emphasis given to individual understanding and personal accountability for safety, evaluating risk potentials, and risk acceptance. Responsible for field application of behavior based observations and documentation, industrial hygiene exposure assessments and ventilation evaluations, daily site safety management, and weekly facility inspections. Daily activities included site safety audits and preplanning/risk mitigation for each project phase to include: H2S, benzene, THC, and NORM measurement and management; 16”- 48” hot taps; live-line welding (oil and gas); trapped pig recovery; excavation; critical lifts; heavy construction; Pipeline Integrity Testing Program (ultrasound, radiographic, and DOT visual); corrosion inhibitor injection; large scale tank biocide treatment; lead, asbestos, benzene, and total hydrocarbon sampling; Class II & III asbestos operations; cathodic protection; confined space management; and crude oil spill clean up operations.

2/2010 to 8/2010 (contract) – Swift Oil and Gas, Inc. Houston TX. Safety and Industrial Hygiene Analyst (contracted to a major on/off shore producer). Provided project initiation and field/offshore safety and industrial hygiene program implementation and management to include: HAZID. HAZOP, SIMOPS; H2S, benzene, welding fume, and Deepwater Horizon volatiles exposure assessments; critical lift risk analysis; task based risk assessment and mitigation planning; personal, area and bulk sampling plan development and application; sub-sea pipeline production system excavation, repair, reactivation; and behavior based safety program field implementation for major capital projects. Additional activities include: daily activity safety audits; training needs assessments; industrial hygiene exposure assessment sampling, evaluation, and recommendation development; asbestos and lead sampling and abatement; pipeline repair, tie-ins and retrofit; onshore and offshore pigging operations; commercial diving; caisson and pipe lift/pipe barge construction and maintenance activities.

3/2009 to 2/2010 (contract) – Chugach Alaska Services Inc. Fairbanks, AK. Pipeline Safety and Industrial Hygiene Professional (contracted to the Trans-Alaska Pipeline System). Provided comprehensive Safety and Industrial Hygiene field audit/inspection and implementation guidance to staff, tradesmen, subcontractors, and baseline maintenance teams regarding: excavation; critical lifts; heavy construction projects; pipeline airstrip/ARFF Crew safety; Pipeline Integrity Testing Program (ultrasound, radiographic, and DOT visual); corrosion inhibitor injection; lead and asbestos containing building demo; Class III asbestos operations; cathodic protection; small-scale spill clean up; and leading edge flow meter maintenance. Drafted 26 corporate health and safety policies; completed asbestos, benzene, toluene, ethyl benzene, xylene, diesel, total hydrocarbon, and welding fume personal exposure assessments for multiple tasks. Responsible for behavior based safety system implementation, daily site safety management, weekly facility inspection, task based personal exposure assessments, confined space management, cold and heat stress evaluations, and biological contaminant mitigation. Requested by the primary client to develop and execute protocols for vapor plume tracking and evaluation (fire/explosion intervention). Selected to evaluate the economic and environmental aspects of a Class II Asbestos Abatement business sub-unit. Provided an unprecedented 98% hazwaste minimization and environmental liability reduction from the prior year’s asbestos activities. Streamlined the Site Specific Safety Plans (SSSP) process while improving quality, regulatory accuracy, and customer acceptance rate. Identified significant financial and regulatory liabilities which were traditionally absorbed by the Client.
11/2008 to 3/2009 (contract) – Northrop Grumman/Continental Maritime, San Diego CA. Environmental Health and Safety Analyst. Responsible for daily Industrial Hygiene, Health, Safety, Environmental evaluations, site training, and risk assessments throughout the shipyard, piers, tank farms, and Safety co-supervision of up to 15 ships in various yards under construction/repair/restoration. Drafted an Industrial Hygiene program to include sampling protocols, medical schedules, and records retention criteria in compliance with state and federal regulations. Responsible for asbestos, silica, Pb, Cd, Cr, Zn, and misc. volatile organic compound screening prior to structural modification. Interpret and apply ISO 9000, 14001, and OHSAS 18001 programs. Perform daily inspections of company/contractor activities during all phases of structural ship retrofitting, repair, and production to include: ship to shore and shore to ship pipeline transfers, tank farm management, loss control, marine hanging staging, scaffolding/work at heights, respiratory protection, welding/plasma cutting, confined space entry, tank cleaning, metal extrusion, waste handling, and OSHA/EPA, City of San Diego, Air Pollution Control District compliance. 9/2003 to 09/2008 – South Peninsula Hospital, Homer Alaska. Health Unit Coordinator and Safety Council Lead. Developed and initiated a comprehensive semi-annual OSHA inspection program to improve employee safety, reduce injury/lost work days, and encourage self-motivated departmental compliance. Coordinated physician’s orders and nursing activities to ensure accurate data entry, communication, and pharmacy med draws to maximize patient safety. Facilitated Medi-Vac safety via FOD management and personnel safety planning prior to patient-to-helicopter transfers.

07/2002 to 07/2003 – Marine Corps Camp Services, US Marine Corps Camp Pendleton CA. Health, Safety, and Environmental Coordinator. Provided daily Industrial Hygiene, Health and Safety support and field management for 2,400 civilian MCCS employees at over 400 locations to include: Fuel pipeline safety management; special alloys metal fabrication; fueling station inspections; NIOSH Air quality surveys; sick building syndrome investigations; respiratory protection, HAZCOM, PPE, Workplace Violence Program supervision; and HazMat sampling and characterization.

12/1995 to 6/2002 – Explosive Ordnance Disposal Mobile Unit Three, US Navy, Naval Amphibious Base Coronado CA. DET MK5 Safety, Hazmat, and MMS Training Petty Officer, Diver, and Marine Mammal Systems Operator. Ensured compliance with US NAVOSH regulations and EOD Command Policy. Supervised at-sea fueling ops. Managed the incident free recovery of $16.3 million of explosive ordnance assets during sea state 4+ conditions with 1–3 meters between ship hulls.
