Main features concerning my skills and capabilities are as follows:
- Bachelor of Science, degree got in 1973 with the Academy of Economic Studies in Bucharest – Romania;
- Since 1973 I have worked in contracts, business Control & Budgeting Administration of the company getting a wide experience of more than 30 years experience thereto in the fields of construction, industrial production, energy generation and distribution, oil and gas & petrochemical field;
- During this period I got a good and extensive knowledge of business practices for offers & tenders, contracts negotiation skills and techniques, implementation of projects in accordance with technical specifications and standards, cost control, marketing, technical assistance within guarantee period of the project, procurement of supplies from large construction plants to minute measuring and control devices in testing laboratories, logistics of the out of the country sites for EPC Contracts, international transports, banking procedures for invoicing, guarantee issuance and following the long time procedures until their release/cancellation, insurance policies negotiation, implementation of claims, etc.
- Implementation of contracts in keeping with Quality management requirements, standards of Western Countries as European, American, Japanese etc. and Eastern Countries like STAS or GOST, as well as with ISO 9000 series principles;
- The categories of relationship developed by the undersigned were initiated, developed and successfully finalized with Contractual Owners, sub-suppliers of equipment, Plants, devices, materials, apparatus’ etc., Consultants, Bankers, sub-contractors for works and services and freight sub-contractors ;
- The positions I was nominated during the career were of team leader since 1986 being step by step counselor in Romelectro and GRIM CD, accountancy department head, procurement head, procurement director, Export-Import Director, Economic Vice- president, so that I am familiar with working on a management position and being responsible and reporting to superior chain in the hierarchy of the company.
- The places I worked in are important companies and trusts in Romania and abroad, well known in Romania and abroad as well as in Italy: Romelectro is the biggest company in Romania specialized in foreign trade mainly in the energy generation and distribution field;
- TAGEM is the biggest trust in Romania for turn key jobs ;
- Electromontaj is the former TAGEM renowned like this after 1990;
- Technimont is the Italian contractor for EPC projects in energy, oil and gas and petrochemical fields;
- In Electromontaj I actively contributed at setting up the manufacturing unit of hot dip galvanized structures situated in Bucharest – Romania, enjoying a production of 10 – 15,000 tones per year;
- The positions I occupied meant the interface of the contracts department with the marketing, engineering, designing departments which I had to coordinate in order to successfully achieve my goals;
- The IT knowledge necessary to acquire was for Office Microsoft, working mainly in word, excel, primavera soft, etc.
- The English language was mostly used by me in the negotiation procedure and contracts editing and phrasing; French and Russian were used less, but I master them at medium level. I read all kinds of literature in French.
- The projects implementation lead to get a good knowledge for maritime transport by Charter party (GENCON) and the International Freight Terms as per latest INCOTERMS, containerization transport, IATA for air transportation and in-land transport of goods by trucks.
- In the Fiscal activity I managed wining a trial with the Ministry of Finance and Ministry of Energy for the Income Tax issue.

8. Jobs Description per each period

8.1 Within 1973 – 1978- Activity in Romenergo / Romelectro - Bucharest- Romania:
- drawing out offers and participation in international tenders for export in Middle East countries like Syria, Jordan, Iran, but also in Europe in Germany, Bulgaria, Cyprus. Also offers were set up for turn key jobs in the field of energy (Transformer Substations and Overhead Transmission Lines).
Details as follows:
8.1.1.Tenders/coordination/ execution of projects performing all phases like feasibility study, designing, supply of materials and equipment, international transports , installation works, commissioning up to assuring of liability period until the final taking over of the job;
8.1.2. Exports of a diversified range of products belonging to the suppliers within the Ministry of Energy;
8.1.3. Imports of a wide range of supplies meant to equip the thermo-power plants, transformer substations and overhead transmission lines in Romania, the procurement being done both from Eastern and Western Countries;
8.1.4. Additional Imports for the turn key projects performed abroad;

8.2 Within 1978 – 1980 – still employed at Romelectro:

I worked in Syria for the turn key job of 132/66/33 kV Transformer Substation Sheikh Said in Aleppo.
I participated in this job by drawing out the offer for designing, delivery of equipment free Aleppo, by using maritime transport to Latakia / Tartous Ports, erection works, putting into operation and assuring the period of warranty of 2 years from the provisional taking over to the final taking over of the substation.
The offer was meant to a public tender within a bigger project for the Cement Factory in Aleppo built by a Romanian company – ISCE UZINEXPORT IMPORT in Bucharest. The tender was won by the Romanian companies.
The offer was done on the basis of the designing project implemented by the Romanian Institute for Power Studies ; then the equipment was offered and supplied by the Electroputere Works in Craiova – the High and Medium voltage Works within this big electro-technical complex, AUTOMATICA in Bucharest, Electrotehnica in Bucharest, SMALL TRAFOS WORKS in Filiasi. The automation, relays and part of the cables were bought from import from: Schneider and Siemens. The cables were provided by ICME in Bucharest. The cells were produced in ELECTROTEHNICAL WORKS in Baicoi.
The erection works were done by the Energomontaj Trust in Bucharest which assured also the small materials for construction-erection activities.
The equipment, devices and meters for testing the cables and the substation equipment were provided by Energomontaj.
At the request of the Owner- the Syrian General Cement Authority in Aleppo- I signed after the commissioning of the substation a contract of 10 years spare parts delivery and awarding of technical assistance on substation operation done by a team from the appropriate organization in Romania
All activities regarding suppliers, offers, contracts of purchase and erection were done by the undersigned, coordinating a team including an engineer, an economist and two special referees.
Mention has to be done that all time I cooperated in Romania but especially in Syria with the Owner and Uzinexportimport.
The main operations were to coordinate expenses and venues, the observance of the schedules of supply and erection, the observance of the local Syrian commercial and fiscal lows.
The book keeping was done in Syria, drawing up the accountancy balance each 6 months.

8.3 Within 1980 - 1981 – still employed at Romelectro:

I was contract administration manager in Iran, for a contract in region of Tabriz – Azerbaijan Regional Electric Co for:
• 63 kV Overhead Transmission Lines – about 300 km – turn key job- about 4,400 tons of towers delivered by CELPI Bucharest together with the specific materials: glass insulators delivered by ALCOR – Botosani, phase conductor delivered by IPROEB Bistrita, hard ware delivered by SAAE France, or CELPI Bucharest, value of contract abt 8,000,000 USD .

8.4 Within 1981 – 1985 - still employed at Romelectro:

I was contract administration manager for the following contracts:

• In the region of Khurdistan with Owner West Regional Electric Power Co- Bakhtaran: 132 kV Overhead Transmission Lines – abt.500 km – turn key job – about 11,400 tons of galvanized towers delivered by CELPI Bucharest together with the specific materials: glass insulators delivered by ALCOR – Botosani, phase conductor delivered by IPROEB Bistrita, hard ware delivered by SAAE France, or CELPI Bucharest, value of contract- about 50,000,000 USD .

• Works under the ownership of TAVANIR- Teheran: 230 kV kV Overhead Transmission Lines Shahrud - Gorgan – about 120 km – turn key job- about 2,500 tons of towers delivered by CELPI Bucharest together with the specific materials: glass insulators delivered by ALCOR – Botosani, phase conductor delivered by IPROEB Bistrita, hard ware delivered by SAAE France, or CELPI Bucharest, value of the contract – about 16,000,000 USD .

• In the region of Ahwas: 400 kV hot dip galvanized towers – about 10,000 tons- value of the contract about 20,000,000 USD

8.5 Within 1985 - 1987 - still employed at Romelectro:

As Chief of export activity in Romelectro I worked for the following contracts:
In Jordan
• 400 kV Interconnection of electrical network of Jordan and Syria – value 13,4 million USD – owner : National Electric Power Company
• Installation of OPGW (optical ground wire) on existing 132 kv System – value 1,3 million USD – owner : NEP Co,
• 132 kv Overhead transmission Lines Bayader-Amman Quatrana; Ghor Safi-Quatrana-Maan- 7,100 tons of towers delivered by CELPI Bucharest together with the specific materials: glass insulators delivered by ALCOR – Botosani, phase conductor delivered by IPROEB Bistrita, hard ware delivered by SAAE France, or CELPI Bucharest, value of the contract about 10,000,000 USD .

8.6 Within 1987 - 1992 at TAGEM (General Enterprise Trust Electromontaj) my activity expanded as follows:

• As economist I worked getting experience in the Planning Department
in the field of construction-erection jobs and payroll activities of above
mentioned trust;
• As head of book-keeping I was involved in the investment accountancy;
As Contracts Administrator I coordinated the activity of acquiring plant and equipment of construction-erection necessary to the current activity of the trust;
• As Vice-President I coordinated the economic development of the turn key jobs contracted by Electromontaj abroad.

8.7 Within 1993 – 1997 in Maja Exim and Grim CD
In 1993 I ceased my activity with Electromontaj, setting up my own company- SC MAJA EXIM ’93 SA, being at the same time in co-operation with SC GRIM CD, as well.
Mention can be done as follows:
• Introduction on the Romanian market of the electrical household devices and equipment “WHIRLPOOL” – Italian and Canadian subsidiaries;
• Establishing the distribution chain in Bucharest and in other important towns in Romania, setting up of three shops for retail sales in Bucharest;
• Distribution of “TULIP”-Denmark food products both for retail and bulk sales;
• Performance of commercial operations by establishing a financial circuit of energy compensations against lei and foreign currency payments-venues based on sales and buying of industrial products and food stuffs.

8.8 Within 1997 – 2006 in Electromontaj
In 1997 I resumed my employment with Electromontaj in the position of Export Import Director, being in charge with the activity of foreign trade of this company, namely:
• Imports of investments (from the laboratory measurement devices for testing of the hot dip galvanized towers produced in Electromontaj’s own factory and the commissioning lab for cables and transformer substations up to 100 tons cranes, lorries and trucks, specific installations for the Electromontaj jobs;
• Imports for the turn key jobs of this company in Romania and abroad;
• Exports of steel towers and hardware material produced by Electromontaj in its own factories in Bucharest and Campina;
• Customs Clearance and international transports.
I also worked for the following contracts :
In Cyprus
• 31 km supply and installation of OPGW – contract 249/1994 – owner Electricity Authority of Cyprus, value of the contract 2,000,000 USD
• 510 km supply and installation of OPGW – contract 124/97 owner Electricity Authority of Cyprus, value of the contract 25,000,000 USD
• 132 kV lattice type galvanized towers
• 230/132 kV OHL – contract 444 – turn key job – value 30,000,000 USD

In Germany
• bridge made of steel lattice structure – 300 tons
In United Arab Emirates
• Reinforcement of 220 kv Grid in Al Ain Area – value 14,000,000 USD
• Insulator replacement for 400/220 kv lines in Abu Dhabi Area
• Supply and installation of OPGW – 83 km
• 220 kV Quad Circuit overhead line Mossafah to Uan-Al Wathba Junction – 850 tons towers
In Yemen
• Turn key job for Taiz/Aden Power Link Project 132/33 kV Transmission Lines and Distribution Networks –contract value 40,000,000 USD
In Romania
• Refurbishment of existing transformer substations and power cables
where the equipment is delivered by big companies like: ABB- Sweden, Siemens- Germany, General Electric – USA, Balfour Beatty – UK, Merlin Gerin – France, etc and the installation works are done by Electromontaj.
My job here was offering these works to a/m firms and after winning the tender concluding of contracts with them under the form of consortium or subcontract for erection works as the case might be;
Mention has to be done for the transformer substations at Grivita, Craiova, South Bucharest, Cernavoda etc.
• Supply and installation of 900 km OPGW, 10 km OPUG (optical underground cable) and modernization of about 2000 km lines - owner –Transelectrica Bucharest – value 10,000,000 EUR
For this job I concluded a consortium agreement with NKCables - Finland.
• Mention has to be done that I implemented for the first time OPGW in Romania ( Slobozia) imported from NKT – Germany for a length of
6 km.

8.8 From 2007 up to 2010
In the Kingdom of Saudi Arabia- I was working as Contracts Administration Manager in an EPC project for 2 plants (PP & PDH) in petro-chemistry field.
Within the relation with the Owner Al Waha Petrochemical Co.- Al Jubail,
I was in charge of:
- delivering all documentation in order to achieve the invoicing activity and the milestones as per contract provisions,
- coordinate activity on site and demonstrate that it was performed in strict accordance with contractual requirements and Contractor’s procedures, from the Corporate manual approved by the Owner in the contract specs and annexes;
- clarify the contractual issues regarding different views of the Owner in contradiction with the Contractor;
- solving of the claims
- invoicing the supplementary works towards contract provisions and issuing of the related Change orders.
- proposals of scheduling and re-scheduling the contractual milestones.
- financial contract close-out.
Within the relation with the subcontractors I was in charge of:
- implementation of the subcontracts signed with 1 up to 5,6 subcontractors for each activity ( topographical and geotechnical jobs- 1 subcontractor, civil works – 5 subcontractors, mechanical works – 6 subcontractors, Air Conditioning – 1 subcontractor, Electrical works – 1 subcontractor, alarm systems – 1 subcontractor, subcontracts concluded on hourly basis for use of manpower and devices – 6 subcontractors, etc.). This activity impose inspection and approving the invoices of subcontractors, related change – orders and time works scheduling, which meant coordination of a team of 5 quantity surveyors, solving of subcontractors’ claims, i.e. to bring the over-evaluations to reasonable and true level as in keeping with the contractual provisions, periodical reporting of the works done in comparison with the planned quantities and values; following and verifying the guarantees issued by subcontractors to keep with contract annexes and forms, same for insurance policies, etc.
Also, I managed the activity related to claims from insurance policies and some of materials supplies procured locally, in the Kingdom of Saudi Arabia.
Interface with the headquarters of Milan, where was the Corporate management and the headquarters in Saudi Arabia- Jeddah, where the financial management was situated. Main meaning of the interface was to preserve and protect the site from lack of financial resources towards the subcontractors and sub-suppliers.
The success of the contracts administration management was that, in spite of some delays caused by supplementary works not foreseen initially and some delays in the delivery to the site of some materials and equipment, no important exceeding of the expenses was recorded and no claims of subcontractors remain under litigation, they being resolved at the site level or at Milano on the basis of site calculations and documentations.
The value of the project was around 700 million USD.

In Iran , it is worth mentioning I won by myself a trial regarding the tax per income having the value of about 1,000,000 USD for the activity in Iran of Romelectro during a period of 10 years.
In the countries where the erection activity is developed, the Romanian company has to be registered with the local Chamber of Commerce and the Fiscal Register of Foreign Companies. Afterwards the company is imposed by local authorities with all taxes in that country according to the balance sheets drawn up and audited by their appointed organisms.
I managed all the procedures necessary for the activity of the site.

It becomes very important since in most of the cases the LCs (Letters of Credit) and LGs (Letters of Guarantee) are issued locally in the favor of the Contractor; by LCs I followed the activity of invoicing the appropriate amounts of money, by accounts opened locally I have done expenses for the project and the LGs were issued, modified, cancelled as the status of the works imposed.
I followed the circuit of forwarding documents in the bank up to cashing/payment and for the LGs I prepared the necessary documentation to issue such a document and I followed the stages of the contract to reflect in the value, period of validity or conditions of the LGs.

I coordinated the department for such an activity, concluding IATA contracts, charter parties (GENCON), inland transportation contracts effected by TIR trucks or by rail way.

For imports concluded for the projects done in Romania especially,
I coordinated the activity of customs clearance, making the circuit of documents in customs and their approval in order for the goods to be cleared and getting the approvals and special notices from appointed authorities for the goods implying such an approval (for tanks under pressure, for optical fiber measuring devices, for different installations like water cleaning pumps, etc).
