I am a Construction and / or Commissioning and / or Start Up Manager (Facilities Completions Manager) also with experience as a Project Engineer with over 30 years worldwide experience in the Oil and Gas Industry and with previous experience gained in Power Stations. For more than 12 years I have more recently executed Senior Project Management roles on small and large high profile projects on behalf of operating companies and major contractors in locations throughout the world. Prior to this I spent 19 years as a Control Systems and Loss Control Engineer. My experience covers the aspects of strategy setting, business development, estimating, feasibility, politics and funds during development assessment, contract development and negotiations, planning, design input and review, testing during procurement, construct ability, fabrication, construction, commissioning, interface management, start up, maintenance and operations execution. I am knowledgeable in the many strategic, commercial and contractual aspects of Greenfield and Brownfield developments and associated design, procurement, installation, construction, commissioning, start up and operational management requirements and have led Innovation challenges and more recently Flawless Project Delivery / Lessons Learned initiatives on a number of my recent projects.

Completions, Commissioning & Start Up Lead and
Flawless Project Delivery Lead (Member of Shell CSU / FPD global team)

As a consultant for Shell I am responsible for coordinating all of the project completion, pre-commissioning, commissioning and start-up activities on behalf of the FPSO and Subsea/ Pipelines/ Flowlines Teams. Responsible for all integrated commissioning and start-up activities required to ensure the safe and timely start of the FPSO and associated sub-sea systems so to achieve First Oil and Flawless Start Up of the facilities. Accountabilities include but are not limited to, Management of an Integrated Commissioning Team, Development and management of a Commissioning Plan for the individual fabrication facilities, integration sites and offshore location, Development and Execution of an offshore Commissioning Plan, Liaison with project managers and contractors to remediate problems that are encountered during the completion, pre-commissioning and commissioning processes, Ensure that the facilities will operate safely and to the operating parameters defined by the Project, Ensure all risks to the integrated schedule related to commissioning and start-up are identified and that mitigation measures are identified and in place, Ensure that on-shore completion and pre-commissioning activities are maximized prior to sail way, to reduce offshore workload for offshore commissioning & start-up.

RFSU Systems Acceptance Leader

As a consultant to Shell and responsible to the Shell Project Director via the Completions Manager for all Project System Acceptance deliverables to ensure the Project was ready for Hydrocarbon start up and Asset Handover to the Operations Team. This involved management and co-ordination in the UK, Europe, Nigeria and Offshore with all Contractors and Departments (Vessel, Topsides, Mooring / Installation / Loading Buoy, Risers / Flowlines and Subsea Equipment) with regards to commissioning execution and project certification to verify that the project had achieved the RFSU Milestone.

Project Engineer / UK HUC Support Manager

Located in the Projects UK Support Office in Shell Centre, London. Provided Project HUC Support and guidance to the Offshore Integrated Completions Team re all aspects of HUC but especially, Personnel, Materials, Planning, AMEC Completions Systems, Co-Ordination and Expediting of Engineering Support as well as supporting the day-to-day offshore requirements.

Hook Up and Commissioning Manager

Responsible to the AMEC Project Director and the SNEPCO Site Manager for all Commissioning Management and Co-Ordination during the final 5 months of the Onshore Integration phase in the UK. This involved managing all aspects of the onshore commissioning execution as well as developing the offshore Integrated HUC plan with Shell. I managed the above by utilizing Sub Managers and Discipline Leads who in turn drove and supervised a number of Engineers, Technicians and Vendors to complete the defined onshore testing prior to proceeding offshore. Via a separate team also defined the true detailed scope and plans for execution of Offshore Riser and Well hook-up, Pipeline Commissioning, Topsides Commissioning and Offshore Start Up.

Overall Project Completions - Commissioning Manager Advisor

Responsible for preparing for all aspects of Hook Up and Commissioning for the 2 Project’s during, Vessel Conversion, Topside Fabrication, Onshore Integration and Offshore Commissioning, Offshore Performance Testing, Offshore Operation and Offshore Reliability Testing, this being for 2 of the World’s largest FPSO’s. Based in Rio de Janeiro, developed forecast Cost Estimates prior to becoming Budget Holder for all Project Integration, Commissioning and Offshore Budgets. Worked with the Engineering Manager on Innovation during the design and verified this as Technically Acceptable whilst also planning for the shortest possible Integration Offshore Hook Up and Commissioning durations, defined and developed the detailed Completions Project Execution Strategy for all Project locations. Worked with procurement to agree and define Seller Vendor scope testing and execution strategy during all the project phases. Developed design Completions tools for Fabrication, Integration and commissioning deliverables. Post Design responsibilities for Execution of the Commissioning Management Co-Ordination, for the execution of Hook Up and Commissioning planning for the 2 FPSO’s and for Subsea Start Up and Operating activities and Wells Implementation. Responsible for Technical Integration Compliance for all Completion’s and Commissioning interfaces across the 2 Conversion, the 5 Fabrication and finally the 2 offshore locations.

Terra Nova FPSO Alliance Project
Completion’s Commissioning Manager

Assisted the project team to develop the execution strategy and the initial project sanction cost during the feed design stage based on the operators initial key component criteria, the initial strategy was rejected by the Stakeholders due to a high NPV. Appointed as key leader on a team of 5 as Challenge Manager Innovation Champion, together we drove down the project development cost by C$ 500 million and presented the revised execution strategy and budget to the Owner Board Members, Project Sanction was successfully achieved based on the new execution strategy. Part of the selection team involved in the detailed commercial and technical assessment and interviews of FPSO Vessel potential shipbuilders during the Vessel Builder assessment selection process. Post Sanction approval I managed a team of engineers to define all Completions management quality procedures and via other manager’s leaders I managed all aspects of the FPSO’s Ship, Topsides, Turret and Subsea Systems Commissioning execution on the new build FPSO. Additional responsibilities included Technical Integration Compliance for all completions commissioning interfaces within the Alliance across 5 worldwide locations, this was completed utilising a Team of Site Lead’s, Discipline Lead’s, Engineers, Vendors and Technicians at the Vessel Shipyard, the Turret / Module Fabrication Yards, and at the Atshore HUC site. Direct Budget responsibility for the scope above.

Fulmar Oil Evacuation Project
Commissioning Manager

Responsible for managing all Onshore and Offshore Commissioning aspects for a major upgrade on Fulmar “A". The upgrade included new Oil pumping / control modules, new pipeline tie-ins for Oil and Fuel Gas and the relevant topside modifications to existing facilities. Initially based in Aberdeen reviewing the design, managing the development of detailed Commissioning Procedures, the update of Platform Operating Manuals and the project development of detailed onshore / offshore commissioning and hook-up schedules. Re-located to the onshore fabrication yard to manage and monitor the Yard Fabricator and an Integrated Team of Engineers, Technicians and Vendors to complete maximum onshore pre-commissioning and dynamic testing prior to the new facility going offshore. Relocated offshore to manage the onshore team in commissioning all aspects of the old and new facilities, these incorporated the start up and transfer of Oil Export from Submerged Turret Loading to a new Pipeline Export System and the start up of a new Gas Import Pipeline Facility. Project completed 14 Million under budget.

Hook-Up and Commissioning Manager

Responsible for managing all aspects of the onshore and offshore commissioning and offshore hook-up for a Not Normally Manned Tripod style Gas platform. Initially based at the yard construction site and managed a group of Engineers in the development of detailed Commissioning Procedures also responsible for onshore and offshore schedule development and progress monitoring. Managed and co-ordinated a number of Engineers, Technicians and Vendors to complete maximum onshore testing, proceeded offshore to manage combined Well hook-up, Pipeline Commissioning and Topside testing to the remote control centre. EPIC Contract Goal of COFP achieved on time.

Engineering and Hook-Up responsible for managing the development to complete offshore hook-up on 4 Drilling jackets complete with topsides and a Jacket with an ESDV Platform. Based at the yard construction site arranging all aspects of the Contract and responsible to both BHP and Brown & Root for the satisfactory execution of the Offshore Works. Managed and co-ordinated a group of engineers and subcontractors on an engineering and contractual basis by defining work scope, scheduling, resourcing and implementing as necessary. Project a Commercial and Schedule success.

Instrument / Fire & Gas Systems Project Engineer

Project responsible for controlling and monitoring the Construction Contractor in relation to his procurement, planning, fabrication, installation, pre-commissioning and commissioning activities for the construction of 3 topside modules.

Initially based in The Hague reviewing the Design and carrying out Company supplied vendor factory acceptance visits, subsequently located to the fabrication yard to monitor and control the contractor's performance to build to the requirements of the fixed price contract.
Project Engineer responsible for the bidding, awarding, design, build, test and commissioning of the HVAC Combined Control and MCC Panels and all field equipment.
Proceeded offshore to manage all Instrument Construction and Commissioning activities together with assistance to the Operations Department during all start-up activities.
