1. JOB DETAILS: Position Title: SR. HSE ADVISOR Reports to: HSE MANAGER Department: QHSE Function: HEALTH SAFETY AND ENVIRONMENTAL Prepared / Revised on:

To supervise and control the health safety and environmental aspect of offshore drilling rigs. To liaison between drilling company and MODU to rectify any issues that arise on a day to day basis. Resolve any issues related to HSE and regulatory requirements that may be of concern to client, government and company. Guide and direct the rig base HSEO on a day to day basis. Prepare reports for tracking of HSE issues and review all reports sent in from offshore & Land division HSEO for correct information.
To make sure the land & offshore drilling units stay in compliance with company policy and procedures and take action to correct any deficiency that is found and recognize new systems that may be needed. Do safety training and inductions for land & offshore based employees. Conduct and coordinate safety workshops. Work hand in hand with QHSE Manager D/S & offshore operations managers on issues that may arise at anytime.
Do remedial corrective action on incidents and make sure they are reported and managed properly as well as track all near misses and formulate plan for non occurrence. Do investigations of incidents and accidents on land & MODU as well as write reports if need be. Assist with support of any person injured on rig and I am on call 24 hours a day to meet them at heliport or hospital and stay with them until the issue is controlled. Give technical support to the new rigs being built and give guidance on what safety systems are needed. Help develop the QHSE Integrated Management System and make recommendations on changes as needed. Do rig audits and make reports of deficiencies found and make corrective action log of items and submit to management. Do follow up inspections of previous audits by GDI & audits done by our client to make sure we are in compliance
Manage and make sure the systems set forth in the integrated management system are working and take action on short comings when identified. Do periodic rig site visits to audit PTW and all safety systems that fall under QHSE and to insure the proper documentation of the items are in place. Make presentations and attend meetings with management as well as with our clients. Help to make sure training is in compliance with GDI Policy & Procedures and make recommendations on what should be done to correct them if any deficiency is found.
Help and coordinate training and building of MODU safety cases and review as well as be onsite to make sure any items not understood are addressed. I am involved heavily with this process from beginning to the completion and liaison with the company doing the safety case.
Verify and manage waste segregation and insure that all non compliance is recorded and reported to the D, S and HSE Manager. Responsible for stopping any that is unsafe until the item is rectified. Permit to work is operated and controlled by HSE Advisor.
Managing of chemicals on board the MODU through the MSDS and do routine inventories to make sure no worker is being exposed. Sr. HSE Advisor is required to conduct checks and monitoring to insure that the chemical storage areas are safe.
To insure that the rig has the proper safety equipment it needs and if not assist in getting it In a timely manner or stopping the job depending on the circumstance.
Ensure the MODU are in compliance with the emergency Preparedness and response Plan and rectify any deficiencies that are not being adhered to. Play a vital part in the development and implementation of ERP on all rigs owned by GDI.
Monitor and inform MODU as required inspections by 3rd party of critical equipment that must be inspected per IMS/Policy and procedure manual.
Help to make and distribute company new employee welcome aboard video Many more duties that we deal with on an as is basis but we are responsible to make sure we keep the system in compliance and functioning in the manner that is was set forth by GDI Management.

Review and advise rigs and 3rd part personnel on all aspects of the IMS/ HSE manual. Work done by rig HSEO, D/S and all rig personnel as well as Sr. HSE Advisors in order to ensure that departmental objectives are met in a timely and efficient manner in adherence to procedural and contractual requirements. Approvals accepted and authorized by Manager.
Satisfaction of internal and external customers and audits. Training Compliance:
Help control the recording safety training requirements on MODU and audit the implementation of this by rig personnel and making sure it is maintained in a tracking form system. Liaison with training coordinator and HSE Manager on compliance of correct status of training of boar MODU. Audit files on rig and in office and update the monthly training matrix. Sent in at the end of the month from each MODU.
Review of Contractors Requirements:
Review contractor requirements and rig contract on an ongoing basis to ensure contractor obligations are adhered to by the safety department and company interests protected and corrective action take if it is not being done. Ongoing contact with contactors HSE department and review contacts to make sure satisfaction of all contracted obligations on HSE matters are adhered to. Auditing of MODU:
Review and reconcile any issues found to be deficient during the quarterly audits of each MODU. Inspect equipment and systems ensure accuracy of records and identify issues requiring further action. Audits conducted and reviewed by management. .
Action Item list made of all deficiencies and a time frame for correction is created and continuously update as work is completed. Interface Meetings:
Interface meetings with HSE Manager, Offshore Operations Manager, Client and there safety department on any issues of concerns of help in planning of projects pertaining to HSE and to facilitate resolution of issues and promote good working relations. Effectiveness of role.
Satisfaction of management & MODU and client. 4. KEY ACCOUNTABILITIES (continued): Description Performance Indicators Reports:
Perform studies and analyses in order to provide reports on status of safety progress and possible conflicts between operations. Record and report deviations from company procedures/policies to assist management decision making and to have a means of correcting deficiencies. Quality of reports.
Accuracy of reports. Cost Control:
Monitor the ordering of safety equipment and assist in adherence to company and industry standards. Liaison with PC department on items found to be deficient and not applicable or does not meet standards. Make recommendation on equipment that they are in doubt of so we do not order the wrong item which may not be able to be give back to vendor. This will impact cost on the company. Unsatisfactory Items are identified and rectified promptly and potential performance improvement is capitalized upon. Financial evaluations of safety equipment against previous projects and operational MODU... Safety, Quality & Environment:
Ensure compliance to all relevant safety, quality and environmental management procedures and controls within the company. Guarantee employee safety, legislative compliance, and a pro-active environmental attitude. Frequency of ISO 9001 non-compliance points.
Frequency of ISO 14001 non-compliance points.
Frequency of LTI’s, safety incidents and near misses. Leadership:
Ensure the effective achievement of the QHSE department objectives are met through the leadership of the personnel in this department. Personnel - setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximize efficiency and the performance of the department. Individual objectives, training and development plans in place for all direct reports within the timescales defined by the group yearly objectives.

Many schools for management of hazards and identification of hazards and safety courses. Know drilling industry inside and out.
