Duties & Responsibilities

 Implementing & monitoring the compliance of PDO’s HSE management systems, HSE plans & procedures in EPC contractors.
 Advises on processes involving construction & operations of facilities to ensure safety and minimize risks from the environmental, health and safety perspective.
 Conducts the systematic identification, assessment and control of hazards and risks during projects and operations undertaken by company and contractors. Monitors critical activities, develops / maintains the action tracking registers.
 Coordinates the hazard identification process, participation during HAZOP, HAZID, formal risk assessments, Task Risk Assessment, and process safety management issues to identify HSE implications. Reviews procedures and systems and analyses statistics to produce trends to initiate remedial actions.
 Carryout HSE audits & inspections as per PDO-Contractor HSE monitoring Plan to ensure HSE management systems are maintained and its effectiveness during the construction and operational phases .
 Develops and reviews safety operational procedures covering mechanical / electrical isolation, fire protection systems, escape, evacuation and rescue systems, Pre-commissioning, commissioning, pre-start up and safety reviews, emergency response readiness. Follows up to ensure implementation and compliance.
 Participates in activities relating to developing systems for plant start up & shutdown to provide technical guidance. Participates in acceptance tests of safety systems.
 Prepares regular reports on progress, performance, losses, failures, achievements, tracking and trending and expectations for management information and decision-making
 Coordinates the activities of assigned personnel, including contractors to ensure compliance with Company objectives, policies and procedures, within area of responsibility. Performs supervisory functions.
 Monitor the quality of progress of the EPC contractor with respect to HSE. Raise issues from such monitoring to company for discussion and resolution with the EPC contractor.
 Implement the Safety Training Observation Program (STOP) at all work sites to achieve the safety excellence and for the better communication and observation skills at the workplace.
 Focal point of the company’s monthly HSE Meeting with all EPC contractors.
 Carryout site visits and provide proactive advice & guidance on all matters pertaining to Health, Safety and Environmental protection.
 Deliver environmental commitments and provide assurance of ongoing environmental performance.
 Monitoring and evaluating the proactive and reactive performance indicators of HSE management systems in EPC contractors.
 Ensure the application of Hazards & Effects Management Process (HEMP) tools and techniques on all activities of the contractors.
 Evaluating & monitoring the effectiveness of emergency mock drills on relevant emergency situation as per HSE monitoring plan.

Duties & Responsibilities

 Identify all associated work hazards and assess each hazard individually. Ensure all the workforce members are fully aware of, and understand the hazard control methods
 Undertake daily inspection tours in areas of responsibility to ensure implementation of, and adherence to the procedures set out in HSE management system, and project HSE plan and procedures.
 Reporting the HSE nonconformities to the management and suggesting their rectifications, maintain records on non compliance reports.
 Identify training and development needs and communicate these to the HSE training section. Seek approval for appropriate programs and participate in their implementation.
 Assist Deputy HSE manager in conducting risk assessment on the project.
 Monitor and report the recording, analysis of information on injuries, damage and production loss, access accident trends and review overall safety performances.
 Ensure all workforce members are fully aware of all access routes, emergency alarms emergency exits, muster points and emergency evacuation procedure.
 Ensure emergency equipment in place and maintained. Coordinate and participate in emergency drills to ensure that procedures are workable and effective.
 Ensure tool box talks should be undertaken for all routine and non-routine jobs
 Ensure good housekeeping and proper segregation of waste materials
 Identify any chemicals to be used and ensure the Material Safety Data Sheets are available for each chemical. Brief the workforce on MSDS for the safe handling and storage of chemicals

Period : July 2004 to June 2005

Duties & Responsibilities
 Responsible for implementing, enforcing and evaluating the project HSE performance in accordance with the HSE management system
 Prepare action plans and toolbox talk subjects depending on the site case scenario.
 Coordinating with all supervisors and engineers in the project to mitigate all HSE findings and implement the HSE procedures on site.
 Ensure proper and comprehensive on site reporting of incidents and degraded situations, identification of pertinent remedial actions and monitoring of their implementation.
 Developing weekly and monthly HSE statistics reports. Ensure that HSE statistics are documented, maintained and analyzed and that remedial action is taken where necessary.
 Identifies actions and acts to improve personnel risk awareness, discipline, communication and reporting/feedback attitude, and in general personnel safety and environment behavior
 Ensuring the availability, quality and compliance of Personal Protective Equipment.
 Liaison with HSE Officers & co-ordinate HSE problems for their rectification.
 Prepare and review all HSE related documentation, including method statement, work permit procedures, to ensure compliance with established standards
 Initiates and institutes a schedule for job site inspection.
 Prepare and submits inspection repots, investigates the root causes of accidents and recommend corrective measures to prevent its recurrence.
