Having had extensive experience as a Technical Supervisor, I can offer you the leadership and expertise necessary to ensure a focused effort and priority for work to deliver business values and clear understanding of the business context while acting accordingly. My qualifications include:
• Second Class Canadian Marine Engineer Certificate and various technical, project management, safety, security, environmental and business courses
• Extensive background in planning and supervising maintenance, repair and construction activities
As a Chief Engineer with the Canadian Coast Guard, I supervised up to 120 people in the operation, maintenance and repair of all mechanical systems, programmable logic control systems, hydraulic systems, HVAC systems, diesel generation & propulsion systems, as well as processing plants, safety, communications and research equipment on board Coast Guard vessels that ranged from patrol vessels to scientific research vessels. In addition to planning preventative maintenance programs, I also managed a number of midlife and annual refits, conversions and new construction projects for the fleet. Since most of our work was offshore, the ability to forecast future needs, solve problems and maintain high equipment and system availability and staff morale in intense, isolated conditions, often with very limited resources, was critical. Since joining NTCL, I have progressed from Second Engineer to a Manager in charge of marine maintenance, project management, environmental, safety and legislative compliance. Although my scope is much broader, I take care of many of the same functions as with the Coast Guard, on an expanded level. Again, most of my work has been in isolated areas.
• Leadership and innovation in improving performance
As you will see in the attached résumé, I have shown initiative and creativity in spearheading a number of improvements for both NTCL and the Canadian Coast Guard. My efforts have led to increased profitability, higher efficiency, less rework, safer working conditions and less environmental impact. However, I consider one of my major contributions to be leading NTCL’s transformation to a results-oriented culture. This required ongoing communication with all stakeholders, as well as team-building.
• Health, safety and environmental leadership experience
Over the last 3 years, I have developed an excellent knowledge of health, safety and environmental regulations and legislation. I have also participated in the development of NTCL’s safety and environmental procedure manual, ISO 2000 procedures, ISM manuals, a contingency spill plan, a hazardous waste clean-up plan and security plans for NTCL’s ports and vessels.

2. Work Experience - CV/Resume Part 2 [Mandatory]

Career History
Canada’s largest Northern marine operator, providing construction, marshalling services, cargo delivery & fuel procurement
Project Manager, Syncro Shipyard (2002 – 2006)
Serve on the shipyard management team, overseeing shipyard operation, production planning, project management, resource management, contract administration, budgeting and expenditure control for NTCL’s main shipyard, which has the largest indoor fabrication shop in the North.
• Plan, supervise and analyze preventative maintenance programs, repairs, improvements, conversions, renovations and inspections for the NTCL fleet. Maintain all vessel and barge maintenance records.
• Work closely with department managers to project manage the construction of drilling rigs, service rigs, bridges, vessel refits and repairs for external clients, as well as NTCL’s vessel and barge fleet. Project highlights include: Government of the Northwest Territories: 6 bridges ($6.5 million); Canadian Coast Guard: 3 vessel refits and modifications ($4 million); NTCL: vessel & barge refits and modifications ($12 million); Akita Drilling & Impact Drilling: new service rigs & production rig ($4 million).
• Analyze all tenders, contracts and quotes to ensure profitability. Develop project plans, schedules, project budgets, cost estimates, bid proposals, quotes, contract specifications, work orders and billing.
• Increased average profit per project 10-fold (from 8% to 75%) while growing revenues by 15% per year.
• Supervise management and maintenance teams, with responsibility for hiring, training, performance management, evaluations, team-building, career development and employee relations.
• Source new suppliers. Select and monitor contractors to ensure contract deliverables are met.
• Measure output, productivity, efficiency, quality, costs, equipment availability and resource utilization.
• Lead safety meetings, safety training, incident investigations, reporting, hazard analysis, corrective action and safety equipment maintenance. Schedule safety inspections and ensure ISO/ISM compliance.
• Prepare capital and operating budgets, forecasts and budget variance analyses.
Manager of Operational Analysis & Environmental, Finance Department (2005 – 2007)
Concurrent with Project Manager duties above, manage all marine and environmental issues (including spills and Customs requirements) in international waters. Report to the President and Vice-President and provide technical advice on operational activities, projects, environmental and legal restrictions.
• Provided technical advice on the startup of a new cargo delivery service.
• Serve as Company & Port Security Officer and Qualified Individual for Company Spill Contingency Plan.

Manager of Environmental and Regulations (2003 – 2005)
Managed NTCL’s environmental, port security & safety programs, as well as risk management, certification and compliance with Lloyds Registry, ISM/ISO and Canadian Shipping Act. Developed company and vessel security plans for ISPS implementation. Investigated, reported and responded to incidents. Administered ISM system. Reported regularly to the President on environmental and compliance standing.
• Led NTCL in obtaining international certification, enabling the company to do business internationally. This involved the development of: a company safety & environmental procedures manual, ISO 2000 procedures, ISM manuals, a contingency spill plan, a hazardous waste clean-up plan and security plans for ports & vessels, as well as implementation of the ISM system and staff training on the above.
• Served as Risk Management Team Member and ISM/ISO Designated Person Ashore.
Manager of Marine Maintenance (2001 – 2002)
Managed shipyards in Tuktoyaktuk, NT and Churchill, MB. Organized vessel maintenance, repairs, refits and improvement programs. Performed project management duties, including planning, scheduling, labour & material coordination, progress tracking and cost control. Liaised with internal and external customers. Supervised trades and contractors. Monitored shop and contractor efficiency, quality, cost-effectiveness, safety and utilization. Prepared annual operating and capital budgets. Ensured compliance with Canadian Shipping Act, Lloyds Registry, ISM/ISO certification requirements and company policies.
• Reversed losses on NTCL’s first bridge construction project, then made a 20% profit margin on 2nd project.
• Cut cost of rework by 10% while increasing efficiency by 20% and achieving faster turnarounds.
