Developing cost study and objective (Target) for new project proposals and maintain cost reports that provide the required data to management operatives. Collaborate with the engineering department to achieve desired cost objectives. Perform cost analysis to identify potential cost reductions and recommend changes. Co-ordinate pending project costs with the Budget Section to assure accurate cost of future projects. Respond to cost inquiries by all levels in the organization and insure the proper interpretation of the cost data. Independently make accurate decisions and analyze risks. Perform duties without the constant guidance from superiors. Perform analyzing cost and schedule variances from the plan and recommending corrective actions. Review completed engineering drawings and specifications and evaluate costs. The review cost of RC cost engineer becomes the Engineer’s Estimate. After a satisfactory review, the proposed infrastructure project is set for tender. Participate in the opening bid process, evaluate each contactor’s proposed value, and make reports.

The Royal Commission continues to monitor the construction, maintenance, and expansion of the Jubail Industrial Parks – Power, desalinated water systems, sea water cooling, waste water collection, telecommunications, pipelines, ports, and material handlings. Jubail literally sits on a massive hydrocarbon reserves which are being produced by the world’s largest single producer –ARAMCO. The capabilities of infrastructures is under constant review by the Royal Commission at Jubail and regular updates of the Master Plan for the Industrial City Development. Look over the company’s ongoing projects being undertaken by various local and international contractors. Ensure that these projects are completed to the highest standards and according to the projected schedules. Responsible for directing and administering the company’s construction and maintenance functions within assigned project residency. Direct and coordinate various planning, scheduling, and technical activities. Execute quantity productivity and schedules monitoring, quality assurance and inspection, and adoption by contractor of safety standards. Monitor work activities within established timeframes, respond effectively to changing planning/scheduling needs and priorities; monitor project accomplishments in order to determine operational effectiveness. Plan, establish and implement new or revised operational policies and procedures that would enhance project efficiency and effectiveness. Perform independent judgment in the review and analysis of construction contracts and specifications, work orders and claims in order to ensure contractual compliance. Coordinate with other departments as an engineering group in supervising on-going projects. Protect the best interest of the company from onerous claims. Conduct periodic meeting with the contractor to evaluate performance and sort out problems arising. Review and approved submitted weighted percent for monthly billings, construction schedules, sample materials, catalogs and brochures, drawings and plans, and monthly progress billings.
Assist the Civil Project Division in the review and approval of submitted structural designs and calculations for turnkey projects (according to FIDIC Plant Contract – Conditions of Contract for Plant and Design-Build Projects). Participate in the preparation of pre-construction contract forms and reports; and of construction plans, specifications, technology, methods, procedures and policies. Participate in the Pre-qualification Program to certify contractors’ eligibility by assessing such factors as financial stability, legitimacy of ownership, past performance on construction projects, and assessing construction capabilities of contractors; pre-qualification status of low bidder. Establish project computer files and monitor the monthly generation of contractors’ estimates and progress reports by which contractors receive payments; advise other engineers and offices regarding reports and monthly payment estimates; provide assistance to the contractors, and other staffs regarding guidelines, policies, procedures, special provisions, and specifications pertaining to the project. Conducting and preparing construction reports by analyzing various types of data.
