RNA-financial independent public institution, with juridical personality was established by merging of the ICN-Inspectorate of Civil Navigation and RNR-Romanian Naval Register, taking over the obligations of two public institutions which consequently were repealed.
The main objectives of the RNA :
- The alignment to the standards of the international and European Community requirements regarding safe civil navigation;
- Safety standards improvement in Romanian ports;
- Applying the certification of the operators and ships ISM code to international standards and reduce the number of substandard ships.

Responsibilities:
It is Tankers & Terminals Inspection Department on behalf of the Romanian Naval Authority to verify that performance and any of the activities correlated with vessels operations and sea transportations of dangerous products is carried in a SAFE and ENVIRONMENTALLY RESPONSIBLE manner.

SAFETY INSPECTOR (1-st rank) DAILY TASKS:

1. Vessel evaluation and acceptability process (all river and seagoing vessel involved in the carriage of liquid dangerous cargoes in bulk , calling Romanian ports ) :
- comply with all Safety and Operational Requirements ;
- comply with all applicable International Convention and Regulation, Flag State, Classification Society, Port State and local requirements.
2. Following the inspection of the safety cargo operation equipment, fire fighting equipment and the environmental pollution preventing equipment,
he issue Operation Permit ( for loading / discharging operations - Oil Terminal Constanta, Rompetrol Midia, Transbitum Constanta sud-Agigea & Mangalia berths ).

SAFETY INSPECTOR (1A rank) OCCUPATIONAL SAFETY HEALTH and ENVIRONMENT duties and responsibilities:

1. Conducts inspections and Annual audits to measure performance againstcompany ( RNA) standard management;
2. Report and assist with the investigation of all Near Misses, Incidents and Accidents related;
3. Provide HSE training for all safety inspectors rank 3 and new employees;
4.Inspected the implementation of health, safety and environmental programs;
5. Ensure Health/Safety and Environmental Programmers are integrated into the work system;
6. Provide and maintain monthly training, safety and environmental reports and statistical report;
7. Review and analyze safety/ environmental performance data and incident frequencies;
8. Co-ordinate and attend health, safety and environmental meetings and provide demonstrative safety and environmental topics.
