1. Sourcing and processing of Cadets shall be taken by Recruitment and Cadet Ship OIC. Responsible for screening, interview and selection process of deck and engine cadets in all maritime schools nationwide.

2. Develops and conceptualizes plans and programs for the enhancement of the system and procedures to ensure efficient and effective management of the Recruitment Center.

3. Discusses with the Fleet Heads projected crew requirements and plans and develops strategies and programs to meet operational and functional objectives and monitors the same. Implement corrective actions when objectives are not met.

4. Ensures consistent and proper implementation of the Recruitment Procedures through close monitoring of the application process which cover sourcing, paper screening, conduct of initial/final interviews, background checking, releasing of Acceptance Letters to Qualified applicants.

5. Conducts team meeting and takes action on suggestions to promote team harmony and maintain member motivation and operational efficiency. Reviews / approved Minutes of Unit Meetings.

6. Analyzes problems encountered and brainstorm with the staff for possible solutions.

7. Sources applicants by establishing and maintaining a network such as maritime schools, training centers, industry, tie-ups, provincial outside recruitment.

8. Monitors applicant process flow to ensure initial selection process such as paper screening, initial interview, testing (when required), background checking.

9. Coordinates interview schedule with the Fleet Heads /Fleet Managers.

10. Coordinates closely with the concerned Fleets Heads / Fleets Managers to ensure the urgent needs are attended to, to report t Unit Head problems encountered, if any implement corrective actions when not properly addressed.

11. Encodes in Seaman Management Information System (SMIS) applicant’s interview results.

12. Prepares monthly reports on recruitment programs and activities by collating relevant statistics, accomplishments, problems and corrective action taken.

13. Prepares responsibilities identified in the Quality Management System.

14. Prepare other duties required by superior from time to time.

Ensure the safety and comfort of the crew, ship, and ship’s property as a Bridge Watch Officer, designated Safety Officer, and ships Navigation Officer.


• Safety Officer: Inspect, monitor and correct safety deficiencies in the firefighting system (hand held fire extinguishers, firefighting stations, bunker gear and related equipment), rescue equipment (life rafts, life rings, signal flares, trauma kit and First aid supplies, backboards), electronic navigation aids, navigation systems, watertight integrity, and for general safety hazards (i.e. carpet uplifted, etc.) Safety Officer may also be one of the designated Medical Responders (EMT qualified). Holds a position on the ship’s Emergency Station Bill. Must perform requirements of Emergency Station Bill for both drills and actual emergencies to include fire, flooding, man overboard, abandon ship, medical, and spill response.
• Navigation/bridge watch: Operate vessel during assigned watches to the highest professional with the safety of crew and vessel being paramount. Monitor communication equipment and keep logs and records. Make use of all bridge tools and personnel, alerting the Captain as needed or as per orders. When in port will maintain a gangway security watch amongst other duties as assigned by Captain.
• Navigation Officer: Ensure that all navigation charts and publications are kept up-to-date. Update according to the latest Notice to Mariners from the Coast Guard, which is published weekly. When notice is received make the updates on the navigation charts. Publications also have descriptions of the waters traveled through which can help update navigation charts as well.
