A rotational (28/28) senior engineering position involved with the maintenance of the three offshore assets, the onshore processing facilities (OPF) and pipelines. The role is not only to service our primary clients, but also to mentor and train our Russian junior engineers to take over our roles within four years.Work scope very similar to that below, with the exception that all major and long term work / projects are passed back to the staff in the Yuzhno office.
March 05 – September 07 SHELL EPR - SEIC LTD. (Yuzhno-Sakhalinsk, Russia)Senior Mechanical Maintenance Engineer (Static)Sakhalin II Field Development
The Senior Mechanical Maintenance Engineer responsibilities are: Review of maintenance strategies and procedures for all mechanical facilities (vessels, piping, valves, tanks, boilers, potable water and sewage treatment packages, HVAC systems) in compliance with Russian Regulations, Shell DEP’s and industrial standards.Preparation of maintenance programs for mechanical systems in order to ensure technical integrity, safe and reliable operation and maximum availability. Review the quality of execution of mechanical maintenance activities such that preventive maintenance, inspections and corrective maintenance job routines are executed in accordance with the agreed work management plans at world class standards, whilst effectively controlling cost of maintenance Develop detailed equipment inspection and testing procedures and ensure that testing and certification of equipment is carried out in compliance with Russian regulations and industrial standardsPrepare work orders in SAP for all related maintenance activities, including mechanical isolation procedures and job safety analysis Development of mechanical operating proceduresNegotiate maintenance contracts for equipment and systems. The development of project specific QCP’s, ITP’s, integration with Russian systems and implementation of QA/QC systems, covering all phases of construction for a green field project. Writing and qualification of all welding procedures. The daily co-ordination of expat and local quality engineers and inspection personnel. Liaison with client’s representatives, and adherence to clients and international specifications. Compilation of hand-over documentation in adherence with RF and international standards. Assessment of vendors, and purchasing requirements. Internal audits and onsite surveillance assessments.

May 00 – April 04 NATCHIQ SAKHALIN LTD. (Yuzhno-Sakhalinsk, Russia)Operations Manager Sakhalin I & II Field Development
The supervision and daily operation of a 3000sqm fabrication shop, and all Natchiq Sakhalin’s on and offshore projects, employing approx. 65 permanent and 60 temporary staff, producing structural modules & pipe spools, repair of pressure vessels, critical offshore equipment, and general fabrication. All aspects of manpower control, construction methodology, welding procedure development, qualification and project scheduling. Sourcing, vendor assessment, procurement and expediting. The development of project specific QCP and implementation of QA/QC systems for all Natchiq’s on-island structural and piping projects. This includes all aspects of documentation, drawing control, administration systems, health and safety procedures, hydro-testing, NDT, film interpretation, inspection co-ordination, liaison with client’s representatives, and adherence to clients and international specifications. Offshore task supervision of pressure vessel modifications, including development of all work procedures, permitting, and confined space entry procedures.

August 99 – May 00 McCONNELL DOWELL CONSTRUCTORS (Myanmar)Mechanical Pre-Commissioning EngineerYetagun Onshore Development Project, Myanmar.
Responsible for mechanical pre-commissioning and commissioning, welding activities, documentation, through to system acceptance, of all equipment related to the operation of a 20” high-pressure gas pipeline operations & metering facility.

January 98 – August 99 PROFESSIONAL SKIPPERS/Y ‘Paradise Blue’Captain aboard this 35m-luxury yacht, based in S.E.A.
January 96 – January 98 TECPACE ENGINEERING SERVICES (China)Client’s Representative – Field Superintendent
· Phillips Petroleum International Co. Asia.Shekou, Guangdong, China.Contracted to PPCI for the review, modification and implementation of new quality procedures, pertaining to the construction and fabrication works carried out in China. Supervise all onshore general fabrication, shutdown work, and all other critical work for their offshore platforms. Radiographic interpretation, and carrying out some MT and PT. Expedite materials, review procedures and documentation, and inspect vendor-supplied goods.
· Jinxi (ASP) Pipe MillHuludao, Liaoning Province, China.Client’s representative for the production of 5.2km of 2.2m and 1.6m spiral wound pipe. Review of all RT (real time fluoroscopic radiography), documentation and general procedures. Daily equipment problem solving and schedule updates.
· Riversea Heavy Mech. Eng., Shekou, Guangdong, China.Supervision of the construction of 1000+ tonnes of temporary and permanent structural works. This included the review and approval of all welding procedures, quality documentation, drawings, cutting schedules and technical queries. Weekly submission of progress reports and scheduling. Supervision of all fabrication activities, welding and painting inspection, supervision of NDT, and radiographic interpretation. Assembly and testing of all components.
· Wenchong State Shipyard, Guangzhou, China.Client’s representative responsible for the fabrication of 12 aircraft cargo handling, stacker cranes. This included the design and implementation of a quality system acceptable to all parties, the daily supervision of fabrication and NDT activities, welding and painting inspection, and radiographic interpretation. All cranes fully commissioned and tested prior to shipping.

November 95 – January 96 McCONNELL DOWELL CONSTRUCTORS (Singapore)QC SuperintendentESSO Aromatics Project, Palau Ayer Chawan, Singapore.Responsible for all aspects of QC, welding, documentation, NDT, hydro-testing, and inspection for this upgrade project.

June 95 – November 95 McCONNELL DOWELL CONSTRUCTORS (Hong Kong)Relieving Construction SuperintendentResponsible for the daily organisation and co-ordination of all activities related to the construction of a 2m diameter steel, concrete lined sewage outfall.

1992 – 1995 McCONNELL DOWELL CONSTRUCTORS (Middle East)Projects QA/QC Manager The development and implementation of project specific QA/QC systems for various McConnell Dowell pipeline projects throughout the Middle East. This included all aspects of documentation, development of welding procedures, ITP’s, administration systems, health and safety procedures, radiographic interpretation, liaison with client’s representatives, and adherence to clients and international specifications. Co-ordination of NDT and inspection personnel for QC of all daily pipeline construction activities – front end welding, repair and tie-in crews, trenching, padding, coating, lower & lay, back-fill, hydro-testing and re-instatement. 1987 – 1992 ROYAL AIR FORCE OF OMANOfficer Commanding Ground Engineering Support This position involved the running of three aircraft maintenance support sections throughout Oman. These sections were solely responsible for the manufacture and repair of critical components and support equipment on all types of aircraft operated by the R.A.F.O., the Sultan’s Royal Flight, and Oman Aviation. Responsibilities included full documentation to military and CAA standards, material control, the design and qualification of welding procedures, NDT co-ordination, and manpower control. 1985 – 1987 AQUA – DYNE EUROPE LTD. (Scotland)Offshore Services ManagerAqua – Dyne was a contractor to the oil companies of the North Sea for the entry, inspection and cleaning of separators, tanks and vessels, used for the storage of hazardous substances. Responsibilities included project scheduling, manpower control, equipment maintenance and the supervision of various offshore projects.

1979 – 1985 ROYAL NEW ZEALAND AIR FORCE.Officer Commanding Ground Engineering Support Aeronautical Welding Engineer A four year degree course of aeronautical engineering studies to military and CAA standards covering: welding engineering, metallurgy, technical and trade administration, trade calculations, technical drawing, sheet-metal development, corrosion protection treatment and the heat treatment of ferrous and non-ferrous alloys. Theoretical and practical application of the following welding processes: GTAW, GMAW, MPAW, SMAW, OAW, and Plasma Spraying. On completion responsibilities included the running of an aircraft welding section employing 16 welders and several apprentices, involved in the repair and manufacture of critical aircraft component using all of the above techniques. Final position was officer commanding ground engineering support facilities. This section was solely responsible for the manufacture and repair of critical components and support equipment on all types of aircraft operated by the RNZAF. (Rank – Flt. Lt.)
