Alberta Infrastructure and Transportation (AIT) Canada
AIT is an operator organization responsible for expansion, maintenance and operations of existing infrastructure. I am working within the Program Management Branch, and providing my input for the successful delivery of short/long terms plans. As a member of provincial Cross Ministry Forecasting Committee, is contributing on financial forecasting for annual and five years construction plans.
Developed Cost Breakdown Structure of base line budget, tracked actual cost verses Baseline Budget and forecasted the ETC. Collected, reviewed and reported cost data from Regional Construction Managers, initiated the Project Change Notices and Approval Actions after forecasted cost overrun.
Analyzed the cost data to report Net Direct Expenditures, required for Capital Expenditures and future business operating plans. Reviewed the monthly status reports comprising of project interim update, planning update, Cost & expenditures’ status and forecast. Analyzed the monthly Net Direct Expenditures’ cost sheet, quarterly variance and accountability reports.


Lead Cost Engineer: July 2006 -to-April 2008
Enbridge Pipeline Inc. (EPI) Canada
EPI is an organization dealing in petrochemicals in North America. I am involved in cost engineering activities for projects with scope of work of value $ 6 Billions for construction of main pipelines, pumping facilities, terminals and storage tanks.
Prepared project set up for project monitoring and control through proper Budget, cost/revenue codes allocation, cost break down structure and cost elements coding structure. Reported direct and indirect expenditures for the project on monthly basis and schedule/cost overruns. Involved in preparing Business Plans, Operating Plans, Project Execution Plan and Cash flows.
Planned for project budgets and approvals from competent Authority and got the administrative/technical sanctions and approvals. Prepared work break down structure, cost accounts to capture the cost of the project, prepared cost estimates, cost budgets and recasted the estimate for work packages. Communicated the information to project stakeholders of the project scope and performance on monthly and quarterly basis. AMEC America, Edmonton, Canada
AMEC is an engineering consultant providing services to Petrochemical and pipeline industries. I worked on Energy & Pipeline projects and, contributed my skills and knowledge for the successful delivery of projects within scope, schedule and budget.
Captured the cost information by project monitoring and control through proper Budget, cost/revenue codes allocation, WBS and cost elements coding structure. Participated in preparation of tender documents, negotiations, contract award, and involved with team in contract administration. Compiled “Project Closeout Report” of the projects at post construction phase. Reviewed the contractors’ Progress Estimates, prepared Payment Vouchers, Contract Logs and Cost Overrun Reports. Handled the claims and Change Orders during the execution of projects. Planned for project budgets and approvals from competent Authority and got the administrative and technical sanctions and approvals. Cost Control Engineer: Oct.1997 to Dec.2002
Mid Country Refinery (PARCO), Muzaffargarh Pakistan
PARCO comprises of Processing, treatment and recovery units, and full range of Offsite /Utilities System of capacity 100,000 barrels per day of a mixed Arabian Light/ Upper Zakum/ crude slate.
Prepared project cost estimate, budget, account codes, cost and return analysis. Prepared FEED estimate, CWP and IWP’s estimate breakdown. Measured the cost & schedule variance by applying project control techniques. Worked on quantities take off, activities identification and activity durations estimation. Developed the work break down structure and engineer’s cost estimate. Prepared equipment and indirect schedule for the project life. Estimated the design changes impact on the project cost and schedule during construction. Certified the interim payment invoices and prepared the revised cost estimate.
Negotiated the contracts, prepared the bid documents and contract agreement. Reviewed of plans, equipment and procurement. Prepared BOQ, cost estimates, contract documents from drawings and technical specifications. Participated in Evaluation/Prequalification and selection of contractors and consultants for different assignments and works and supervision of the bidding process for contractibility. Worked for preparation of cash flows and participated in meetings for issuance of funds.
Conducted meeting for different project stakeholders and supplied them the necessary information and status reporting of the project. Compiled weekly, bi-weekly monthly, and quarterly reports.
