Project Introduction

In this project, Veolia Water has signed a 30 years contract with the municipality of Hohhot, capital city of Inner Mongolia for the drinking water services of the city. The partners of the project are: KCQ (Kerry Group), Chunhua Water Development Group, and Hohhot Water Co. forming Operation (HCVWK) and Asset (HCKVW) companies. I was representing Kerry Group working under the O&M management of Veolia Water.

Project Partners: Hohhot Chunhua/ Veolia Water and Kerry shall acquire and operate the assets under Asset and O&M JVs
Investment (RMB): 516 M of which 450 M for the purchase of the assets

Introduction of Methods and Planning Department

Organization of the department: -
As one of the pioneer to kick start this project, I was the one whom created Methods and Planning department which is in charge of the following:
- Refurbishment projects or investment plan;
- Renewals plan;
- Preventive maintenance plan;
- Technical documents management;
- Working order delivery;
- Maintenance reporting;
- Outsourcing contracts management;
- Technical support to O&M team.

My duties and responsibilities as a Methods and Planning Manager are described as follow: -

 To daily manage the method and planning team;
 To update the asset inventory database;
 To list the maintenance history and to update frequently the maintenance database
 To coordinate between different departments and water plants in order to define and to implement the preventive & corrective maintenance program.
 To define the spare equipments and tools planning to ensure the water production and quality;
 To provide technical assistance and training to the maintenance teams;
 To define yearly training plans for the Methods and Planning team;
 To prepare the investment plan. To carry out the refurbishment and the renewal program as de fined in the investment plan;
 To perform budget controlling;
 To manage all outsourcing works including site supervision;
 To assist Purchase Department to set up contracts;
 To store and organize the technical documentation;
 To participate the operation and maintenance meeting when necessary;
 To implement Health and Safety Policies.

Methods and Planning Department is the largest department in the head quarter, it had been designed to become the mastermind of the company. We plan for optimization, effectiveness, cost saving, implement the planning, investment plans to lead the company towards a bright future. In the company, we are connecting to all departments including O&M departments, Purchase, Administration, IT, Health & Safety and Laboratory. During these 3 years secondment, my position had been acting in multi-task covering different roles such as:
1. Project Management and Consultation in execution of project works;
2. Engineering in Designing & Methodology researches;
3. Maintenance in sustaining the good status of assets;
4. Investment Planning in future development;

Technical Challenges

Throughout the 3 years secondment, I have had handled over 80 refurbishment and upgrading projects worth of over 22 million rmb. Methods & Planning department had taken the roles from planning, design, consult, supervision up to the very end of each work in technical aspects. On commercial, we have to source for supplier, execute bidding and negotiate on contractual issue before the execution of each project.

Pumping System In Water Industry

Objective: The program is design for maintenance department, technical managers and department heads for choosing pumping sets. In this program, we learned the following: -
 Analyze the performance of the existing pumping installation.

Maintenance Management Concepts and Tools
Location: Shanghai
Schedule: 2006 Sept 13th-15th
Objective: We learned the importance to manage maintenance in water plant. Understand the maintenance concepts, evaluate the estimate labors and to know how to build maintenance plan according to process constraints and existing organization. Analyze maintenance activities and optimize them with computerized Tools design by Veolia (GAMA software, MAXO, BDI…etc) and implement it as a part of Maintenance Project.

Objective: For the foreigners in the company to have a better understanding of Chinese culture. We learned the relationship in China, social aspects, political aspects and also managing negotiation in China.

General Management Skills
With the opportunity given in HCVWK, I have had a chance to create, lead and developed a department of 7 engineers on top of 400 plus employees; manage to involve in the top management decision making and strategic planning meetings. Throughout these years combining the management of French and the Chinese, I have manage to develop myself with the management qualities such as resources analysis, managing people, team work & building, perspective, key focusing, communication & information sharing.

Project Management
During the services in China and CWM, I have been managing many key projects involving design, supplier sourcing, bidding, supplier negotiation, contracting, site work supervision, trouble shooting, testing & commissioning dealing with local government to get certificates and etc. I have managed over 20millions of projects recently under the 3 years of services in China. I believe the skills developed through these years such as investment planning, budget control, optimization, efficiency studies will be beneficial to your company. On technical knowledge, I am familiar with the surface and underground water treatment process such as intake, pumping stations, aeration, flocculation, coagulation, sedimentation, filtration, clarification, chemical dosing & chlorination system, laboratory up to sludge disposing systems.
