• Marathon Detroit Refinery DCS Project and MTBE Unit – DCS Project Required 6 months of field survey work by electrical designers to establish process unit and control room interface address locations in Electrical Junction Box for Home Run DCS Wiring Design Group. The DCS Project also included building a 6,000 Sq. Ft Control Building consolidating six existing Process Control rooms into one New Control Building. A redundant DCS data highway was routed in the plant to received and send DCS Controls Data to each of the Plant process units. A New Bailey Controls System along with a 6-ft Barco Control Panel allowed the Controls room Supervisor to view Process unit Process Flows rate or Temp. And System Flow Diagrams from his office or anywhere in the Control Room.
• Indian Refining Lawranceville Ill Refinery- Refinery New Isom. Unit Constriction of a skid mounted Isom. Unit Fabricated and Installed by Pro Quip of Tulsa OK. The Project from award to completion was 15 months.
• Aramco Northern Area Gas Program- Program Consisted of a 5 Year, 7 project Gas Plant upgrade and de-mothballing effort of On-Shore and Offshore Gas Facilities. Project specific tasks included design, construction and start-up of gas facilities.
• Shell Oil Criterion X-3 extrusion Project – Project included EPCM responsibility.

Petrochemical Industry Experience Includes:

 City of Minneapolis MN. – 108 mile Fiber Network Back Bone EPCM Project – Assigned as one of six Bechtel Management Team Members to Manage Design, Procurement and Construction of the Installation of a Fiber Optic Network around Minneapolis and St. Paul MN. Special management was required to establish local government approval; package submittals, formats and timing limits on work downtown.
 AT&T /AWS 3 G GSM Overlay Project- Project consisted of nearly 15,000 Cell Sites Nation Wide in over 50 cities which required the removal of the Erickson Radios, Removal of existing Antennas, Coax Cable. Installation of New Nokia 1900 GSM Radios, New GSM Antennas and larger diameter Coax Cable to support new GSM Technology. Existing Electrical Distribution Panels and breakers where upgrade to support new equipment electrical requirements. My Specific Assignments included Portland Or. Hackensack New Jersey, and Knoxville Tenn. Market Execution Schedules were 6 to 9 Months in duration. Project Management Teams consisted of six individuals. Project Tasks included obtaining Landlord Approval, Local Government Approvals, Local Firms Design Drawings, and Procure Materials, obtain Local Construction Contractors pricing and oversee actual construction at each cell site.  Lead Home Office Cost Engineer-Oversee and check cost engineering tasks and conduct management weekly review meetings with Discipline Lead, Project Management and Client representatives. Prepare 90 cash flow projections and overall cash flow projections. Oversee all Cost Engineering personnel and conduct employee performance evaluations.

 Home Office Planner- Prepare Engineering Discipline level Staffing Plans, Progress Curves, Major Milestone Schedules, Intermediate Milestone Schedules, and Detailed Level 4 Schedules. Input Resources by resource code into Primavera Project Planner and establish staffing plans and progress curves. Establish Engineering and Procurement progress tracking system, which provides a basis of physical progress planning, and actual progress reporting utilizing earned progress milestones and percentage earned as milestones are achieved. Monitor Design Activities and conduct weekly schedule review meetings with discipline leads and project management. Update weekly staffing curves, Progress curves and earned vs. actual hour’s curve. Conduct Schedule analysis and recommend schedule recovery options.
 Home Office Lead Planner- Oversee and check work completed by individual planners. Review and Revise as required Manpower, Progress, and Schedule logic. Conduct management schedule review meetings and client schedule review meetings. Provide management with schedule analysis and recommendations for schedule recovery. Analyze staffing levels required to both schedule and budget.
 Home Office Project Controls Manager- Prepare Departmental Procedures for client submittal. Establish Project Controls work plans and priorities. Interview and hire Project Controls Staff. Plan and Co-ordinate Project Budget and Schedule development, Staffing Plans, Cash flow Projections. Oversee and Co-Ordinate periodic Project Forecasts. Review and Approve Trends/Change Orders submitted for Project Manager and Client approval. Field Construction Project Management:
 Field Cost Engineer-Review foreman daily timesheets, assigning cost codes to labor work tasks prior to input to labor system. Conduct site walks twice daily to observe construction work in progress and crewing of work task. Observe prefabrication and material delivery for next day tasks. Review and correct cost codes and balance labor system payroll system hours by craft daily and at end of week. Conduct earned value analysis labor based on installed quantity this week and to-date using budget unit rates and installed quantities. Calculate Labor Performance factor by actual vs. earned hours analysis. Calculate Physical Progress using earned vs. Budget hour analysis. Prepare Progress and Performance curves by commodity to present to discipline superintendents and Project Management. Conduct Weekly Project Management review meeting presenting progress and performance curves, highlighting positive labor productivity and identifying commodities needing progress and performance improvements. Prepare direct labor hour forecasts by commodity, utilizing unit rates to-date, complexity of work to-go, to-go quantities and to-go unit rates.

 Lead Field Cost Engineer-Co-ordinate and oversee cost engineering activities related to direct labor, indirect services labor, indirect materials, indirect consumables, construction equipment rentals, subcontract costs to provide total project cost control. Plan Kick-off and oversee Project Forecasts and conduct management review meetings and client review meetings. Oversee the input and implementation of new forecast into labor controls system and reestablish Progress and performance curves. Co-ordinate and oversee Project Trend Program and conduct Trend review meeting with both Project Management and Client Management. Conduct Weekly Management level Cost Engineering review meetings highlighting positive and negative trends. Prepare cost Engineering section of the client Monthly Progress Report.
 Construction Scheduler- Prepare Milestone schedules and three-week look-ahead schedules. Develop commodity installation plans by commodity by week for project duration. Establish resource loading utilizing quantity install plans and budget unit rates to estimate hours and crewing. Evaluate labor area saturation analysis, leveling manpower loading as required to obtain most productive manpower levels. Review three-week look-ahead schedule with discipline and area superintendents, revising as required. Look Up stream three to four weeks to confirm materials on-site or being shipped on time. Confirm construction equipment requirements and co-ordinate equipment availability for our area when needed. Perform Crew analysis actual vs. planned and daily productivity will maintain schedule. Conduct weekly schedule review meeting with discipline superintendents to assess progress vs. plan, discussing productivity areas of concern, future material and construction equipment requirements.
 Lead Construction Scheduler- Oversee discipline and area schedulers and related scheduling activities. Review Project Milestone Schedule and Intermediate Milestone Schedule dates. Confirm the project team is on track with established project target completion dates and progress plans by area, commodity, and discipline. Conduct working meetings with field superintendents and field engineering to confirm material and equipment will be on-site to support project schedule requirements. Co-ordinate with subcontracts to confirm subcontract staffing and mobilization support established Project schedule goals. Plan kick-off and support project re-scheduling effort, during reforecast periods. Conduct in-house management reviews of project schedules and staffing requirements for to-go work.
