I am an experienced mechanical engineer with more than 40 years work in the field of maintenance, repair, inspection and construction of statical equipment, piping, valves and small pumps of oil and gas refinery units. I worked as mechanical locksmith for 10 years in a division dedicated to repair and maintenance of refinery machinery, than 8 years as technical inspector for piping and statical equipment in the same refinery and than 12 years as workshop superintendent in a division dedicated to maintenance and repair of piping and statical equipment in refinery units.
The last 11 years I used to work as QA/QC inspector for piping/welding/steel structure in 5 major projects located in Middle East and north Africa.
I am still in good condition and willing to work a little further in order to share and make the employing company benefit from my experience.

| 2. Work Experience - CV/Resume Part 2 [Mandatory] |
May 2008 to date Working with Petroconsult SA as Third Party Inspector for manufacturing of static equipment and piping components for refineries, gas processing plants, oil terminals and so on.
• Participation in an audit of the contracted erection company, where needed.
• Review and approval for release of required QA / QC documents for erection work,
quality inspection plan, welding procedure specifications, process qualification records
and nondestructive testing procedures; procedures for pressure and leak testing,
repairs and modifications.
• Review of qualification certificates of welders scheduled to perform work; requesting
and quality assessment of welder performance qualification tests and specimen
qualification welds.
• Checks to ensure that welding materials are used and stored in the specified
procedures.
• Complete or random (spot) checks of weld inspections and assessments in accordance
with the boiler contract, the applicable codes, standards and specifications and QA / QC procedures
June 2006 to February 2008 Under work contract with Snamprogetti Company -UAE Branch, as Piping/Welding/ Structural QA/QC at Ruwais 3-rd NGL train Project; The Client was GASCO Abu Dhabi.
In charge with all inspections and surveillance of structure/piping/welding activity starting with welding procedures review and approval, welding consumables storage, materials handling and traceability control, piping welding and welder’s performance monitoring, surveillance and report review of Magnetic particles & Dry Penetrant testes, PMI test, PWHT of joints, test packages final check, test pressure and reinstatement and so on.
February 2004 – September 2005: Under work contract with Snamprogetti -Libian Branch Company as Welding Inspector at Mellitah Project; The Client was AGIP Company
my Company being the main contractor. Hyundai Co. was the second contractor.
Construction companies were Hyundai and Bonnati Co. each performing half of the project.
In charge with all inspections of welding activity starting with welding procedures approval, welder qualification witnessing and approval, welding consumables storage, handling, and consumption control, joints and welder’s performance monitoring, X-Ray final film interpretation and the other non destructive testes, test packages final check and so on.
August 2002 – July 2003: Employed by Snamprogetti Saudi Arabia Ltd. Company as mechanical technician at Rastanura Refinery, Unit J 64. At beginning I was appointed as Lead Inspector for the two fired heaters and I acted both as mechanical (for steel structure and internal coil) and welding QC. Later on, from January to March 2003, I received one more mechanical task, namely to follow Field body and seat pressure test of all the valves in the unit.
From the end of March when heaters structure and the welding of the heater coils have been finished and their test packages handed over, I took actively part in Piping Test Packages monitoring and final check, and their handover for pressure test.
Here I got used to ARAMCO procedures, engineering standards and material system specifications and American standards especially those related to welding, steel structures, fired heaters and valve testing
March 2001 – May 2002: Employed by ‘Hyundai Engineering & Construction Co.’ of South Korea as ‘Piping engineer’ in ‘South Pars Development Project, Phase 2&3’, Republic of Iran, a huge plant for gas and condensate recovery, located on the Arabian Gulf shore.
Here I used to work on construction side in charge with test packages pre commissioning in ‘Train 1& 3’ units, the largest units within the project, and their handover to Contractor (which was Hyundai again) and the ‘Client’, that is Total Finna Elf, the French Company.
The job consisted of first walk down performed immediately after receiving test package documentation, establishing exactly the amount of work following to be carried out before handover to Contractor.
On receiving punch lists done by Contractor I closely followed the fulfillment of punch list items in the view of final walk down.
After hydro test I coordinated test packages reinstatement and I was in charge with their direct handover to Client representatives.
Fully familiar with P.I.D.’s, piping plans, line isometrics, materials and so on.
1997-March 2001: Hired by a Romanian Company whose name was ‘S.C. RUPS S.A’. and which was a former spare parts fabrication division within Brazi Refinery an old and well known Romanian oil processing plant, as mechanical engineer.
In charge with the elaboration of manufacturing and rehabilitation technical procedures for spare parts of piping and refinery equipment
June 1995-September 1997: For more than 2 years I worked with Snamprogetti S.p.A. Milan, Italy at ‘Bandar Abbas Refinery Project‘, Republic of Iran, as welding inspector. Snamprogetti was the Contractor, the Client being ‘NIOC’ – ‘National Iranian Oil Company’ and the Constructor ‘NIOEC’ that is National Iranian Oil Engineering Company.
First, in charge with supervision and inspection of welding activity on offshore and onshore sea water pipelines. There were three x 80’’ x 1.5 km long offshore lines, three x 52”x 20 km long onshore inlet lines and four x 56” x 2 km long waste water discharge lines situated onshore. Later on I was assigned on the same position to some other refinery units.
I used to check and supervise PQR’s and WPS’s, welder’s qualification tests, filler material quality, handling, and consumption control, joints and welder’s performance monitoring, X-Ray film interpretation and the other non destructive testes, test packages final check and so on.During this period I got familiar to API 11.04 pipelines standard, ASME code sections IIC- for welding rods, electrodes and filler metal, section V- for non destructive examination, section IX- for welding and brazing qualifications, and B31.3 – for chemical plant and petroleum refinery piping
1966-1995 After 3 years of vocational school related to petrochemical plants and refinery machineries graduated at the age of 17 years in 1966 I was employed by ‘Refinery and Petrochemical Complex’ of Brazi locality situated close to Ploiesti.
During this long period I occupied some positions starting as worker (mechanical locksmith) and finishing as mechanical engineer, the head of a piping workshop belonging to a maintenance division, inside refinery.
1966-1976 Worker as ‘mechanical locksmith’ for 3 years with the machinery maintenance division in the field of pump rehabilitation. On coming back from military service in 1979, I occupied a position of pipe fitter for the rest of this period.
Now I got used with reading piping plans, isometrics, knowing piping materials doing piping erection and maintenance etc. Meanwhile I attended and successfully graduated the high school and the faculty of oil refinery equipment located in Ploiesti, evening course.
1976-1983 Promoted as ‘QC technical inspector’ in the inspection department of the Refinery. Licensed by Romanian State Inspection for under pressure Vessels, Boilers and Piping systems (ISCIR on short) for performing technical inspections of vessels, boilers, piping. Later on, I got accustomed to performing the same for fired heaters, which are not under jurisdiction of the above government body. Now I got trained to do technical inspection of refinery equipment during shut downs and overhaules not only visually but also using ultrasonic gauges and hammer peening for wall thickness check, performing liquid penetrant test and asking for any other non destructive or destructive test wherever considered necessary, taking Brinell hardness using Poldi hammer after PWHT, and the like
Among the tasks assigned as QC technical inspector was the one requiring careful inspection of the repairs done to under pressure piping and equipment starting with welding procedure verification, joints preparation, welding consumables quality and handling, visual check of completed joints and NDT performance and result and final pressure test.
1983-1995 Appointed as ‘Piping and Welding’ workshop head within the ‘Static Equipment’ maintenance and rehabilitation division, the same Refinery.
Having under my orders some120 workers and 5 foremen most of them welders and pipe fitters I conducted maintenance, revisions, and repair jobs of all kind of piping and pieces of equipment inside the refinery, during the short term shut downs or general unit overhauls.
That workshop used to perform also all the new process and utility lines intended for substitution of the old ones or up grading the units.
My responsibility in this regard was to receive and check the completeness of whole documentation including welding procedure specification, piping materials and consumables quality certificates before assigning the job to piping and welding foremen.
During the fabrication and erection stages I was in charge with both safety and work facilities assurance of my men.
The refinery divisions were so organized that it was necessary for me to assure also a proper collaboration with Inspection and NDT departments, making sure that all the test are performed and the results are acceptable.
