I am a Senior Civil Engineer and my strength at the Construction Engineering is mainly at Contracts /Sub-Contract Management and administration, Project Management, Project Controls Management, Procurement, Civil Engineering, Site Supervision, Technical Offices, Quantity Surveying, and Claims.
I am working in the Oil and Gas field, at Saudi Arabia, for Khursaniyah Project, as Contracts & Subcontracts Manager.(Value of Main Contract is 1.3 Billions $ and value of subcontracted works is 200 Millions $).

Highlight of Accomplishments:
Contracts Negotiations: Saved up to 10 - 20 % annually, through professional contracts negotiations.
Organizational/staff Development: Recruited and Developed 21 quantity surveyors and contracts administrators team, from start up. Efficient problems solving, successful communication skills & strict follow up.
Achieved fast track contracts implementation, award and administration.

2. Work Experience - CV/Resume Part 2 [Mandatory]

Work Experiences:

1) Contract & Sub-Contracts Manager - July 2005 up to date .
Employer: Consolidated Contractors Co. W.L.L. (C.C.C.), Saudi Arabia.
Project: Khursaniyah Gas Plant Project (KGP)
Scope: Building two trains for Gas Conditioning and Ethane and Natural Gas Liquids (NGL) recovery, with total capacity of 1,000 million cubic feet a day.
Scope involves, Piping Fabrication and Erection, Equipments Erection, Civil Works, Steel Structure Erection, Electrical & Instrumentation, Painting, Insulation and EPC portion for 32 Buildings. Project Value is1300 Million US$

Duration: 38 Months (August -2005 to September-2008)
Duties: First --Preparing, Implementing, Managing and administrating all the Subcontracts Packages and Subcontract Agreements for the project.
This is for all the phases of the contract development, starting from Prequalification, Request for quotations, award, till close-out. Related to a multi-discipline construction project. (Value of subcontracting works is 200 Millions $).
Second --Managing and administrating all the aspects regarding the main Lump Sum Contract , with the Client .
Through managing of 21 persons, the duties included but not limited, to the followings:
First :
-Preparing and revising, tender packages and pre qualifications, prior to tender issuance for subcontractors.
-Receiving and studying bid proposals.
-Negotiating Bidders and conducting clarification meetings, regarding cost, mobilization, procedures, method of statements, quality, safety, payments terms and schedule.
-Providing tender comparison sheet and recommendation reports, to the top management, for all the trade packages, compared with the Budget Value.
-Compiling, issuing, and implementing Subcontracts Agreements, for the different work packages.
-Ensuring that, the awarded Subcontracts, are carried out in accordance with, the company policies and procedures.
-Monitoring, administrating and following up, the performance of awarded subcontracts.
Including correspondence, invoices, deductions, claims, guarantees & closes out.
Second :
-Full administration including correspondence, meetings, coordination, and interfacing.
-Checking and agreeing the accuracy, of the monthly payment applications, invoices,
including applicable deductions, Payment terms and Bank Guarantees.
-Formulating change orders, for change in scope and / or pricing.
-Settling of any claims or counters claims, Back charges, Purchase orders, as may be

2) Contracts Manager - Sept 2002 to Sep 2005
Employer: Samcrete Egypt- (Member of Sami Saad Group)
Project: American University Cairo, Early site package.
Duties: Managing and Administrating the Contract and the Sub-Contracts and the Project Controls aspects. (14 Engineers).
Coordinating and reviewing with the Consultants, Construction Manager and the Owner the technical and financial issues regarding: Contract, Specs, Correspondence, Quantity Surveying, schedules, delays & recovery, quality, materials approval, Project Controls, submittals, samples, tests, reports, follow up, invoices, letters of guarantee, shop drawings, variation orders and interim payment certificates.
Administrating the Sub-contractors contracts, including take-off quantities, general performance, site progress, tests, quality and schedule.
Issuing Sub-contractors payment certificates and change orders.
Preparing claims and counter-claims.
Preparing Contract close off documents, as built and Taking Over/Final Certificates.

Contracts Manager - Apr 1999 to Sept 2002
Employer: COSTAIN SAMCRETE Project Management SAE (CSPM) - (Member of Sami Saad and Costain Group, English - Egyptian joint venture)
Project: Pyramids Heights Project, 22 km Cairo Alexandria (Five Stars Office buildings compound consisting of 18 buildings.) Desert Road.
Duties: Led market survey for various contract packages and inquiries, including but not limited to, Rft. Concrete and all different types of internal and external high quality finishes, for the 18 office buildings.
Split Work Packages.
Performed Value Engineering Exercises.
Revised tender packages and pre qualifications prior to tender issuance for contractors.
Received and studied bid prices and conducted necessary meetings.
Negotiated Bidders regarding cost and conducting clarification meetings regarding mobilization, procedures, method of statements, quality, safety, subcontracting terms, payments terms and schedule.
Provided tender comparison sheet and recommendation reports for the different trade packages for the company’s board members.
Compiled, issued, and implemented contracts for work packages based and non based, on the FIDIC.

Duties: Performed tasks are same as above, in addition to Feasibility study & real estate, acting as the Client Representative.

Assistant General Manager - Feb 1994 to Mar 1998
Employer: SAMCRETE Egypt (Member of Sami Saad Group), Rehabilitation and Expansion of Greater Cairo Waste Water Network (AMBRIC), Giza, Egypt.
Duties: Managed the technical office of company projects in hand. Coordinating with the consultant and the owner regarding all Project Aspects. Followed up work progress, company payments and updated time schedules. Supervised construction works on site.

3) Senior site engineer - Nov 1992 to Jan 1994
Employer: CONTRACK Int., Cairo, Egypt
Duties: Project No 1: Elevated Water Tanks in Darassa (Rod El Farag Water Distribution System), American co., within Orascom group. Acted as Project Manager of the contract of the pre-stressing of tanks of DYK Co. Coordinated with the consultant Hegs & Hell.
Project No 2: Cairo West Airport. Managed Engineering works department.

4) D. Project Manager - Jan 1988 to Mar 1992
