Dear Sir,

I hereby submit my resume for the above mentioned position in the light of my solid working background with oil & gas industry in the fields of upstream Contracts & Business Management including setting up of New Ventures, Contracts Engineering, procurement, Supply chain management & Management Planning specially in Drilling and Engineering fields. I am managing with the oil/gas upstream new businesses i.e. establishment of new Joint Ventures Companies, feasibility studies, economic studies, evaluation of business plans, negotiations and finalization of projects.

My expertise includes Tendering, Procurement & Contracting out of Drilling equipments & services, Costing, planning and managing with all the need of Services & Materials requirement. All these experience gained while working with various internationally reputed OIL/GAS companies and my proven experience includes but no limited to:

Providing comprehensive Commercial services to the OIL/GAS Industry for the development of contracting strategies, managing the Long Term planning on Economics of Drilling / Petroleum Engineering activities, EPC contracts, performing of feasibility studies, negotiating with the proposed partners and to establishing new businesses.

Vast experience in Contracts management including supervising & controlling tendering/contractual process for various departments including Drilling Department, IT, Engineering, Fire & Safety, QA, Environment and General Services. & EPC Contracts, which includes management and support on technical and commercial evaluation of bids till award for the services like cementing, well logging, directional drilling, SH drilling, coiled tubing, gravel packing, oil /gas/water well drilling rigs, procurement of DP, DC and Bits, drilling engineers supervision contracts, tools repair and maintenance and tubular inspection, hire of hi-tech services to support IT operations, Environmental and HSE services, Training Courses on the subject of Quality, various courses for Technical Training Department and General Maintenance and Purchase agreements for General Services department. This experience also includes provision of commercial support for the preparation of variations to contract, and other post award contract support.

My experience in the oil and gas exploration company at commercial side is further detailed below:


Commercial:

Actively involved in forming shareholding companies including Drilling and associated services, fabrication, maintenance of heavy machinery & equipment & shutdown services. Conducted various feasibility studies and had business negotiation. Giving recommendation to the management either to acquire the business or to go for JV. I was heavily involved in gathering financial and commercial facts & figures including calculation of NPV, IRR etc. I had completed various tasks with formation of JV companies after negotiation with JV partners and finalization of agreements.


Contracts & Procurement:

i) Supervised the Contracts & Procurement department and developed bidders list and conducted pre-qualification of bidders. Prepared tender plans, compiled bid packages. Worked with legal department to finalize contract terms and bidding conditions. Organized clarification meetings with potential bidders and handled all commercial clarification/issue during bidding phase. Organized bid evaluation and assisted in recommending contract award. Negotiated on commercial terms and conditions as assigned. Prepared contracts and amendments/variation as required.
ii) Established and maintained contract filing system. Maintained contracts throughout the contracted period including proper documentation and executed their closure on completion of scope of work. Used SAP to control contracts management.
iii) Produced contracts status & performance reports, cost evaluation, periodic comparison v/s contract value, contract closeout reports, follow-up the consignment delivery of Drilling equipment in coordination with Logistic Manager.
iv) Writing up of Contract procedure, review the procedure time to time, amendments to that according to the country’s law per agreed terms and conditions of the company and shareholders.
v) Actively involved in negotiation on Sharing Agreements, JV agreements and terms of Award.

Budgets & Cost Control:

i) Preparation of Rig / well budgets, AFE control for Opex and Capex for Rigs and wells and related activities. Variance analysis, cost comparison, budget revision, management reporting, warehouse management, fixed assets accounting, physical checks of materials, support for internal audit, payment approval, general accounting, month end and year end closing, accruals and GL update.
ii) Fully conversant with various computer programs i.e. SAP, Oracle finance, accpac, JBA, word/excel, power-point, access and mail.

2. Work Experience - CV/Resume Part 2 [Mandatory]

Qatar Petroleum, Doha – 2003 to date

1) Business Development Manager

Qatar Petroleum in late 2005 had decided to establish a Joint Venture Co. with one of the leading Well Services Company in the World with the scope including all kind of Well Services to the oil/gas operators. I was appointed as the Business Development Manager and the project was assigned to me. I did managed with the project successfully and now the Joint Venture Company is in place and operational.

Achievements:

Managed with the upstream business development process from screening through deal closure, which includes aspects of the initial Offering through formation of the project , creation of Joint Venture companies and business planning and economic modeling. Efforts made to determine commerciality for all stages of the project.

I lead and supported negotiations on behalf of Qatar Petroleum with various component of contracts and obligations such as determining commerciality of the project, provision of various agreements, determine the scope and objectives of the deal, offering messages and technical benefits.

I lead efforts to formulate resources and funding plans to transform business proposal from concept to a closed deal.

Participated in financial evaluation activities. coordinated with Legal experts to draft associated contracts, documents and also participated in the commercial, financial and technical framework for the components of the deal particularly in the negotiation of the agreements and contracts with proposed partner. Further details of the projects are as below:


1st project:

During the period various studies were carried out including market study, research and evaluation on the list of various international service providers, demand of well services in the region in short term and long term. Developed various models of proposal. Advised management with various options of economic feasibility .

During this process the following steps were adopted:

• The concept and scope
• Market study
• Internal pre-feasibility report
• 3rd party economic feasibility, NPV of the potential business, market demand, growth possibilities, oil prices, vertical and horizontal expansion
• Indicated possible JV partners
• Negotiated with world class well services providers
• Drafting of reports after each negotiation, briefing to the evaluation team and the higher management
• Recommendations to short list the potential partners
• Obtained approval of evaluation team with regards to final selection of proposed partner
• Started negotiation with finally selected company
• Developed business plan in co-ordination with the proposed company (partner)
• Discussed various aspects of the business plan, economics and joint interests
• During the negotiations and detailed discussions agreements were made towards to the proposed services to be included in JV, Technology transfer, R&D facilities available with the partner, share contribution, existing business, support from NOC, taxes issue, local government laws, Services & secondment agreement, confidentiality agreement, Licence & trademark agreements, Financial authorities, organization structure, goodwill or royalties, consolidation of accounts of proposed partner at their own country etc.

• MOU and confidentiality agreement were signed, JVA was drafted and negotiated with partner and finally signed.

• Registration process completed, payment method agreed and payment made also shares were issued to the partners.


Next projects:


Now I am working for the next project which is to establish a company for Turbine maintenance and workshop facilities. 3rd project is also in the pipeline to cover plants and Refineries shutdown and maintenance services.



2) Team Leader – Contracts / Assistant Contracts Manager

Worked in the capacity and managed with Tendering, Contracting, Procurement of Tools, equipment, and services including but not limited to the Drilling, Petroleum Engineering, Production, Maintenance, HSE, Materials and IT departments of Qatar Petroleum.

Heading the Contracts and planning activities in accordance with high the level of Company’s requirement. This includes supervision of Long term Financial & Contractual planning, feasibility studies for future projects, Sharing agreements, Joint Venture proposals, tendering, Contracting and Award process. In detail I supervised all the activities including preparation of tender plans, Tender document, selection of tender basis and pricing mechanism, issue of tender document, receipt of bids, correspondence with the bidders, technical and commercial evaluation in coordination with Technical, Legal and Finance Departments. This job is carried out considering Environment & Safety aspects, economical aspects of the projects. Presentation of award plans to the Tender Board Committee. Supervision of Award plan recommendations, revision of existing Contracts in the manner of rate and/ or time, amendments, budget planning, cost/price control, and related services.

Type of services tendered are offshore & onshore Rigs and associated services including purchase of wellheads, chemicals, service contracts like cementing & casing, inspection of tubular, N2 equipment, Mud chemicals, Stimulation vessels, Wire-line Logging, Coiled tubing, Well testing, Fishing & Milling, Coring, and many more related services.

Contracts management support and reporting to the line department. Developing contracts procedure guide in conjunction with the legal and insurance departments and implementation of smooth tendering process.

Meeting with Contractor's, managing with seminars and presentation on contracting strategy and future plans.

Supervised all the activities with regards to the Contracts management and budgeting within Drilling and Petroleum Engineering department. Responsible for Drilling Contracts administration and provided expert services including bidding, evaluation, comparison, contract extension, rate revision, bid evaluation and recommendation, contractors performance statistics. These services were provided for all kind of drilling and related service contracts like hire of Rigs, cementing, logging, gravel packing, slim hole drilling, casing/tubing running, directional drilling, and water well drilling.

Responsible for helping tender board for contract extension / evaluation, dealing with the matters related to drilling service Companies and procurement, amendment, variations & Contractors performance reporting.
Preparation of well and rig budget, processing of contractor’s payment and provision periodical statistics to the management.
