Brief Description of the project:
· Booster Station 2 Project
Booster Station 2 (BS2) is located approximately 250 km North of Yuzhno-Sakhalinsk, 1.2 km to the North of Gastello, which is at the halfway point on the main 48” gas pipeline. BS2 is required to increase the capacity of the 48” gas pipeline to supply the necessary feed gas for running 2 LNG trains at full capacity. It is also required to boost the oil pressure in the 24” oil line during periods when oil production is in excess of 145,000 bpd.

· Pipeline Maintenance Depots Project
The Pipeline Maintenance Depots (PMD), also known as Emergency Response and Restoration Depots (ERRD).
Purpose - provide maintenance and oil spill restoration and response capability at defined intervals along the pipeline to support the ultimate safe operation of the OPF, pipeline and Booster Station 2.

· Marine Base Project
Marine Base - number of facilities to support the ultimate safe operation of the Oil and LNG export terminals at Prigorodnoye. There are three main elements of work:
1 The Emergency Response Facility and Hose Handling Facility (ERF/HHF) comprising
2 Marine Administration Building (MAB) comprising
3 Permanent access road from the south east corner of the already constructed LNG by-pass road to the MAB and ERF.
· Various Building Projects
LNG support building (canteen and training centre, garage and warehouse)
1 LNG Permanent Accommodation and common facilities for LNG Operations staff. This includes
2 LNG Support Buildings at the LNG plant. This includes
· Roads and Bridges Project
1 Construction of 33 bridges
2 Construction of 13 temporary bridges
3 Repair of 7 bridges
4 Reconstruction of 60 km of roads
5 Repair of 27 km of roads
6 Asphalting 36 km of roads
7 200 culvert upgrades

Principal functions:
ь Project Planning & Scheduling
ь Control of project activities
ь Development of project execution plan.
ь Setting of targets and development of systems and procedures for accomplishment of project objectives and targets.
ь Interfacing & supporting the project management in various levels and projects.
ь Negotiation for commitments.
ь Daily, Weekly & Monthly scheduling & follow-up of planned activities – Close monitoring of the project.
ь Project reports & evaluation.
ь Initiate and maintain internal project monitoring system and having proper control on the overall schedule for construction including verification of resources/manpower loading.
ь Develops a fully detailed method statement, proposing amendments and alternatives to it and to the project construction method statement as considered advantageous to meet or improve on project targets, informs the site supervisors of the methods and programs. Ensures that the project organization chart and all manning schedules are kept up-to date.
ь Designs report forms of all sorts as required for progress reports on all aspects of the project.
ь Updates the overall programs. Prepares in conjunction with the concerned staff the detailed short-term working programs as necessary, accentuating any revision in the sequences of duration of activities arising from enforced changes being made to the overall program.
ь Checks progress on the above programs by frequent site inspection, and stress to site supervisors the need to adhere to the required sequences and duration of the scheduled activities.
ь Where necessary draws up daily programs showing hourly resource allocation for manpower, plant and production items. Recommends priorities for allocation in the event of conflicting demands and co-ordinates the transfer of labour as necessary.
ь Prepares programs as required prior to the letting of sub-contracts to arrange continuity of work for the sub-contractor at the least cost to the project. Issues necessary programs to sub-contractors on site and checks to ensure that their activities are kept in line with contract requirements.
ь Prepares and updates labour resource programs showing the work force required for each direct trade, and for major sub-contractors when applicable.
ь Prepares programs for major site operations and production facilities (earthworks concrete production, pre-casting, steel fabrication, etc.) and monitors output to ensure that site requirements are met.
ь Ensures that a detailed log is maintained of the processing of all preparation and approval steps of drawings and details of materials. Follows up as necessary to ensure that they, and any necessary working drawings, are available for site use when required. Receives sub-contractors and suppliers shop drawings and programs, checks them, forwards them to the client/consultant for approval and subsequently passes them to site engineers for action.
ь Monitors all change orders to the contract to make certain that all additions and deletions are incorporated in revisions of the construction method statement and the overall program. Whenever change orders will lead to additional expense the jobholder advises Project Management so that the necessary action can be taken.
ь Responsible for coordination and execution of the multi-discipline team, as well as liase on-site with the engineering and procurement sub contractors and also Client.
ь Implementing Health/Safety as well as Quality Progress.
ь Liaison and control various specialist sub-contractors.

· Pipelines - (Total length = 800 X 2 KM – Oil & Gas)
1 Two gas pipelines 14”
2 Two multiphase pipelines 30”.
3 One gas pipeline 48”
4 Two oil pipelines 14”
5 One oil pipeline 24”.
6 One Mono Ethylene Glycol (MEG) pipeline 4.5”.
· Pig Traps
1. At the Piltun landfall for the four incoming 14” offshore oil and gas pipelines (the Piltun Pig Trap Station).
2. At the Piltun landfall for the two outgoing 20” onshore oil and gas pipelines to the OPF (the Piltun Pig Trap Station).
3. At the OPF for the two incoming 20” onshore oil and gas pipelines from the Piltun landfall.
4. At the OPF for the two incoming 30” onshore multiphase pipelines from the Lunskoye landfall.
5. At the OPF for the two outgoing 24” oil and 48” gas pipelines to the OET/LNG Plant.
6. At the OET for the incoming 24” onshore oil pipeline from the OPF.
7. At the LNG plant for the incoming 48” onshore gas pipeline from the OPF.
8. At the intermediate pig trap station along the OPF-OET 24” oil pipeline.
9. At the intermediate pig trap station along the OPF-LNG Plant 48” gas pipeline.
· Block Valves
1. 1 block valve for each of the Piltun landfall 14” oil pipelines and 25 block valves along the Piltun-OPF 20” oil pipeline.
2. 1 block valve for each of the Piltun landfall 14” gas pipelines and 8 block valves along the Piltun OPF 20” gas pipeline.
3. 2 block valves for each of the Lunskoye-OPF 30” multiphase gas pipelines.
