Professional Experience I

Period: May, 2007 – up to present

Position: Drilling HES Administrator/RSTC

Company Name: Rutledge E&P Ltd, Singapore/Chevron Thailand Exploration and production Ltd.

Description : Working with Rutledge E&P Ltd, under contract with Chevron Thailand Exploration Ltd, at their drilling/work over facilities at Thailand Offshore. Duties included but not limited to the following.

• Maintain written records of all activities in order to review and follow up on action items and / or need to change methods or procedures. Communicate best HSE practice and lessons learned across the Drilling Support Team and supporting contractor teams.
•Foster a strong health, safety and environmental protection culture within the Drilling Support team always looking for opportunities to raise the level of HSE awareness.
•Facilitate the initial Accident and Incident investigation and reporting process. Assist the Drilling Team and contractors to correct deficiencies. Assist in the communication of lessons learned and reinforce necessary changes to avert repeat incidents.
•Discuss safety every day with contractors to promote and enhance HSE performance. Facilitate and use the regular Safety and Communications Meetings to reinforce everyone’s HSE commitments and behaviors.
•Conduct routine rig / operational inspections and audits to ensure compliance to Client's standards and government policies and regulations.
•Work with Drilling and its contractors to correct any deficiencies. Input data into the Action Tracking Register actions from near miss reports, audits, hazard reviews and incidents and implement any trends identified. Drilling sites that directs action to mitigate potential hazards.
•Oversee waste management across all drilling related sites for compliance with our Client's standards and government policies and regulations.
•Liaise with the medical staff assigned to Drilling to ensure high quality medical response and hygiene standards at all drilling camps.
•Liaise with the Field Safety Department to ensure that all employees / contractors are supplied with the requisite safety and driving induction training.
•At monthly intervals check that the following is being correctly implemented:
-Lifting equipment certification, (wire rope, sling, pad eyes, ton miles, mobile lifting equipment etc.)
-JSA implementation
-BBS/Hazob implementation
-Incident and accident reporting and follow up
-Camp and Hygiene compliance
-Permit to work.
-Site Specific HSE Plan compliance.
•Daily communication on hazards identified in the BBS/Hazob program to all personnel within Drilling and Contractor activities. Issue Daily BBS/Hazob bulletin
•Conduct a minimum of two Rig Site Weekly HSE Meetings per month.
•Implementation of the Weekly safety Themes as per HSE Plan.
•Attend all Pre Spud Meetings.
•Maintain the Training Data Base, to account for personnel attending the various HSE courses, and circulate a monthly report.
•Prepare drilling HSE statistics for monthly report by end month + 3 days.
•Assist in planning and executing emergency drills.
•Ensure all incident data are input into the HSE database and that all actions are followed up and closed out.
•Evaluate all BBS and Hazob cards and ensure a daily alert is issued to all.


Professional Experience II

Period: November, 2004 to March, 2007

Position: H2S / HSE Consultant.

Company Name: Sunbelt H2S Fire & safety Services

Work Description: A subsidiary of Maritime industrial services Co. ltd. Inc (MIS), Sunbelt is one of the leading H2S safety service providers in the Middle East & Kazakhstan dealing with major oil companies in the oil and gas sector.

• Carry out installation and commissioning of the fixed point H2S and combustible gas detection system, calibrating the different types of G.D.S. systems. (BW, Detcon, MSA, Zelweger, etc.). Calibrating portable hand held detectors of different gases.

• Installation and maintenance of breathing air loop system, breathing air compressors (Bauer, Coltri Sub, and Bristol), laying of high pressure hoses of B.A. loop system and charging the B.A. Reserve manifolds in critical locations.

• Conduct specialized training to the rig crew on board, briefing about basic H2S safety, Hazards and physiological responses to various concentration, laying down the safe working procedures, contingency plans for H2S emergencies, rescue operations planned, evacuation of victim and conducting first aid training like C.P.R and stretchers etc., conducting weekly safety meetings and H2S drills, Donning of combination type of 10 minute work packs to secure wells. Also conducted seminars for refresher of H2S safety.

• Inspection, maintenance and repairs of 30 minutes self-contained breathing apparatus, maintaining log book records.

• Carry out air quality test of the B.A. compressor, S.C.B.A, lifeboat cylinders, as per C.G.A. standards, monitoring levels of CO, CO2, Oil and water vapor.

• Monitor all operations carried out for compliance to safety regulations, maintaining observance of all personnel inside restricted or high hazardous area.

• Observing all H2S safety precautions while various well operations are carried out, taking necessary precautions while handling well fluid and gas samples.

• Maintain written records of all activities in order to review and follow up on action items and / or need to change methods or procedures.


Professional Experience- III

Period: March, 2003 – October 2004

Position: DRILLING HSE ENGINEER.

Company Name: Yemen Drilling Co. Sana’a, Yemen.

Job Description: Working with Yemen Drilling Co. having contract with Occidental Petroleum of Yemen, Total Fina Elf of Yemen etc of their oil fields in Yemen as a DRILLING HSE ENGINEER. Responsibility for managing all aspects of drilling safety programs in the Rig including but not limited to the following
