As Acting Managing Director of the company responsible for leading multi-disciplinary teams of professionals in the area of technical, financial, institutional, environmental and social mobilization. These professional were engaged by the company established to act as financial intermediary for providing institutional and investment support to the municipal bodies involved in the delivery of municipal services. The sources of funding for the PMDFC were the World Bank and the Government of the Punjab.
PMDFC was supposed to provide assistance to the local councils in the following areas:
(i) Financial Resource Ascertainment and Planning of a local council, that approaches to the company for financial assistance, by preparing short, medium and long-term plan
(ii) Human Resource Management and Development through human resource requirement and manning level assessment, defining required functions and positions, identifying gaps in the available and desired skills, preparing staffing plan and human resource development program.
(iii) Asset Management by evaluating physical assets of local councils, preparing the inventory of the key assets, reviewing budget for operation and maintenance for these assets and developing organizational structure responsible for operation and maintenance.

Punjab Rural Water Supply and Sanitation Project (PRWSSP) (ADB/Go-Punjab funded) – March 1997 to February 1999
As Financial Management Specialist, headed the group of consultants providing financial management support services to the Public Health Engineering Department of Government of Punjab for implementation of PRWSSP with the financial assistance of Asian Development Bank. The Project aimed to execute water supply and sanitation schemes in 300 communities of rural areas in six selected districts of Punjab.

The responsibility included development of financial management and accounting systems for the Project, review the systems in the Public Health Engineering Department and design an effective system for the Department. Also developed training program and material and conducted training sessions in the rural areas for capacity development of the beneficiary communities in the operation and management of the infrastructure services and other development projects.

Cost Benefit Analysis and Financial Projections for Karachi Water and Sewerage Board (KWSB) (IDA funded) – September 1996 to February 1997

Helped KWSB in evaluation of the benefits of Water Loss Reduction and System Improvement Project that was proposed to be implemented with the assistance of IDA. The Project involved preparation of projected financial statements of the Board based on two scenarios; one with the consideration of benefits of the project, and the other without them.

Tariff Study for Karachi Water and Sewerage Board (IDA funded) – June 1995 to February, 1996

Supervised a study for Karachi Water and Sewerage Board for restructuring the tariff for water supply and conservancy services. The study was aimed at development of equitable and rational charges for the services provided by KWSB that can generate revenues sufficient to meet financial targets. As a part of the study, carried out assessment of cost recovery based on Long Run Marginal Costs, and conducted a sample household survey to assess consumers’ perceptions, affordability and willingness-to-pay for water supply and sewerage facilities at varying service levels.

Low Income Communities Infrastructure (Shelter) Project, NWFP (IDA/UNICEF/ SDC funded) - June 1993 to December 1993 and June 1994 to April 1995

For this assignment worked as Senior Institutional and Financial Specialist with a team of consultants (including PADCO, O’Sullivan, etc.) for finalizing the project document, for appraisal by the World Bank, for a community based program including water supply, sanitation, garbage collection, street pavement and health and hygiene education, in selected rural and urban settlements of NWFP. The assignment included preparation and development of suggestions for implementation arrangements, institutional improvement programs, memorandum of understanding for inter-agencies and between line agencies and communities, assessment of resource potential of provincial government and local councils, preparation of cost tables, financing plan and cost-benefit analyses of identified project components. The Project was appraised and approved for financial assistance by IDA. Assisted GoNWFP in presenting the projects at different forums of provincial and federal governments.

Third Urban Development Project, Punjab (ADB funded) – January 1994 to May 1994

Included as a Financial Analyst in a team of consultants engaged by ADB (T.A. No. 1782 PAK) for preparing program for infrastructure development of 30 cities / towns of Punjab with population ranging from 100,000 to 500,000. The Project included recommending policy program for improvement of the urban sector of Punjab followed by preparation of project plans for four selected cities of the province. Was primarily responsible for assessment of resource capabilities of urban councils with focus on Urban Immovable Property Tax resource. Also involved in development of a number of technical assistance proposals for institutional improvement of local councils and line agencies.

Low Income Communities Infrastructure (Shelter) Project, Sindh (IDA/SDC funded) – May 1994 to June 1994

Provided consulting services for pilot projects titled Rural Housing Savings and Credit Program, Urban Housing Savings and Credit Program and Collaborative Katchi Abadi Improvement Program, which were being implemented with the financial assistance of Swiss Development Cooperation (SDC). The assignment included assessment of institutional capabilities of the related agencies and ascertaining resource requirement for implementing the main program.

Urban Financial Management and Accounting, NWFP (ADB funded) – January 1993 to December 1993

Involved as Coordinator, from the firm, to facilitate and provide specialist inputs to the Team of consultants engaged by the Asian Development Bank to review and suggest measures for institutional development focusing in the areas of the financial management and accounting for urban local councils in the seven major towns of MWFP.

Urban Infrastructure Needs Assessment Project, NWFP (ADB funded) – January 1993 to June 1993

Worked as Financial Analyst for the study (T.A. No. 1249 PAK) that included preparation of an investment program by identifying projects for infrastructure improvement in seven intermediate towns of NWFP. The projects for the towns were developed based on results of household needs assessment surveys. This has enabled preparation of investment programs that match with the socio-economic conditions, perceptions and priorities of beneficiaries for infrastructure improvement. Major responsibilities included compilation of municipal finance data, ascertainment of resource mobilization capacities and preparation of suggestive steps to be taken for improvement of resources for matching future obligations of the councils under alternate development scenarios. The theme of the Project was to develop demand driven infrastructure projects including water supply, sanitation, garbage collection, roads, etc., where communities should be involved at all the stages of development.

Assignment directly awarded by The World Bank, Resident Mission, Islamabad - 1992
Assisted the Mission Leader of the World Bank in conducting financial and economic analyses of a nation-wide program for improvement and provision of shelter for low income communities prepared by the Bank’s consultants. The analyses assisted the Mission in evaluation of various proposed program components.
Project Preparation for Shelter for Low Income Communities (IDA/SDC/OECF/ UNICEF funded) – August 1990 to December 1992
Developed institutional roles of various actors involved in a pilot project for testing development approaches through community participation.

Institutional Strengthening of Karachi Water and Sewerage Board (IDA funded) – December 1989 to August 1990
Worked as Operations Specialist for an assignment entrusted to Ferguson Associates by the World Bank and KWSB, for improvement of institutional capacity of KWSB. The assignment included review of the present organization set up, systems and procedures, operations and working of the Board and based on the findings, development of recommendations for improvement. This Project was an integral part of a program executed with the financial assistance of the Bank for extension of the existing capacity of the Board for bulk production, storage, purification and distribution of water, and improvement of sewage treatment system.

Evaluation of Corporate Performance, 1989
Evaluated performance of listed public limited companies for Management Association of Pakistan. The evaluation was based on pre-defined criteria for assessment and ranking profitability and effective management practices. The exercise included analyses of annual accounts of about 50 leading listed companies of Pakistan.

Strategic Management for Major Heavy Engineering Industries of Pakistan – May 1988 to January 1989
Developed corporate strategy for Heavy Forge and Foundry (HFF), a leading engineering industry of Pakistan engaged in casting, forging and machining of capital goods components. Carried out the assignment by organizing active participation of top executives of the industry and facilitating them in formulating short, medium and long-term strategies for their company,. As a result of this exercise, the company opted for vertical integration with Heavy Mechanical Complex (HMC), another heavy engineering industry of Pakistan, for supplementing and complementing their capacities.
