Talents include, proficiency in contractor pre-qualification and selection, establishing safety specifications, conducting pre-construction meetings, coordinating site safety orientations, monitoring construction activities, auditing and communicating observations, follow through to closure of correcting audit findings, and implementing training are key elements of a proven safety system to promote successful projects.

Major achievement; 20 years of major capital projects and multiple site programs without a serious incident, injury, or a fatality.

Over twenty years experience as a health and safety professional in the industrial construction industry. Various project types include corporate safety representative, office and field projects, transportation, government, EPA superfund remediation, oil and gas, industrial building, power plants, pulp and paper, and military projects.


PROFESSIONAL EXPERIENCE

2003 – Present Orange County Transportation Authority (OCTA) Orange, CA
Construction Safety Officer

Assignments include the support of OCTA construction and engineering division’s construction projects, and manage contractor safety for operation and maintenance facility improvement projects. Assist enhancement of health and safety specifications on Request for Proposal (RFP) contracts, and participate on selection teams for proposals, and participate in safety policy and procedure development.

Capital projects include a $550MM+ fixed price, 800 day schedule, improvement project of twelve mile California State Route 22 Freeway (SR-22) to add HOV lanes, expand bridges, modify interconnections of interstate 5, and 57 freeways with the SR-22 freeway. In addition, a separate project consists of expanding interstate I-5 HOV lanes at north Orange County into Los Angeles County, a fixed price $314MM project.

Additional projects include the construction of a new 20 acre $40MM fixed price bus base facility with a state of the art maintenance shop, fueling, brake check, wash and detail, and operations buildings. Plus $362MM of additional construction and modifications at three additional existing bus bases facilities. Projects include the construct a three new compressed natural gas (CNG) facilities, liquid natural gas (LNG) fan and sensor improvements, HVAC system replacement, concrete and asphalt parking area improvements, railroad grade separation projects.

2001 – 2003 Fluor Corporation, Aliso Viejo, CA
Senior Manager, Safety

West Region Safety Manager; Telecommunications Business Unit, responsibilities included administering the project safety program, procedure development, and oversight of various facility locations.

Corporate Headquarters, Office Safety Manager. Report to a Senior Office Safety Manager, and various executive managers.

Project assignments included; project safety on $10-40 million CM fixed and reimbursable cost projects. New construction of industrial projects, and modification of manufacturing facilities in Southern California. Safety Manage on a “Maintenance Outage” for Duke Fluor Daniel joint venture project, at the Morro Bay Power Plant, in Morro Bay, California.


2000 – 2001 M.A. Mortenson Company, Livermore, CA
Safety Manager

Managed site safety at the Lawrence Livermore National Laboratory (LLNL), National Ignition Facility (NIF) Project in Livermore, California, $5 Million CM Fixed Cost Field Assignment.

Reporting to the Site Project Manager, responsibilities include assuring compliance with Cal-OSHA Construction Safety Orders, DOE health and safety requirements, and facility specific clean room construction protocol.

Assigned to the Corporate Headquarters, in Pasadena, California, responsibilities include assisting with construction health, safety and environmental support, for the headquarters office, and global construction field projects

Managed site safety on an EPA Del Amo Superfund Site, in Torrance, California, $3 Million CM Reimbursable Cost Field Assignment.

Site Safety Officer on the EPA McColl Superfund Site, in Fullerton, California, $12 million CM Reimbursable Cost Field Assignment. Designated by the EPA Program Manager as the Site Public Safety Officer.

1996 Los Angeles County Metropolitan Transportation Authority, Los Angeles, CA
Temporary Construction Safety Manager

Assistant to the Director of Construction Safety. Duties included participation with the Red Line Segment 3 East Los Angeles Subway Project, and the Pasadena Blue Line Rail Project; assist with revising various department policy manuals, and appointed executive of special assignments for the Construction Safety Department.

1993 – 1995 Fluor Daniel, Inc., Irvine, CA
Safety Manager

Assistant West Region Safety Manager, at the Corporate Office, Irvine, California. Reported to the West Region Safety Manager, and The Corporate Director Safety and Health of the Americas. Provided corporate HSE support for construction field projects. Projects included PEMEX, Los Angeles Metropolitan Transportation Authority (MTA), Chevron El Segundo Refinery, UNOCAL Wilmington Refinery, Ultramar Refinery, Frito-Lay Inc., TRW, McDonnell Douglas, and the Long Beach World Trade Center.

Participated in a PEMEX integrated “Process Safety Review and Progress Evaluation” of nine Natural Gas and Ammonia Storage facilities, in remote locations of Mexico. The Safety Review Team Evaluated Process, Mechanical, Electrical, Structural, and Industrial Hygiene/Health Safety issues at each facility.

Managed site safety at Kimberly Clark Fullerton Mill, Fullerton, California, for $4 million Self-Perform Fixed Cost Field Assignment.

Support for the UNOCAL Reformulated Fuels Program, reporting to the Project Contracts Manager, and the West Region Safety Manager.

1989 – 1993 Parsons Constructors, Inc., Pasadena, CA

EXPERIENCE (cont’d)

Various assignments included; managing safety of dismantlement, and demolition at the Shell Oil Company Refinery, Carson California Dominguez Refinery. A $60 million CM Reimbursable Cost Field Assignment.

Mobil Oil Company Refinery, Torrance, California (1992 - 1993). $130 million EPC & PM Reimbursable Cost Field Assignment on a Parsons/Mobil partnering agreement contract, acting as the owner's representative. Reporting to the Mobil Field Construction Manager.

Edwards Air Force Base, California (1991 – 1992). $90 million EP & CM Reimbursable Cost Field Assignment. Managed the Parsons Safety program for this merit shop project. Clients include Hercules, Martin Marietta, and the U.S. Air Force.

Shell Oil Company Dominguez Refinery (Parsons MSI Program), Carson, California (1989 - 1991). $150 million EPC & PM Reimbursable Cost Field Assignment. Administered SCAQMD rule 1166 requirements. Revamp operating units, modify storage tanks for environmental compliance, and perform maintenance turnarounds.
