I strongly believed that the job suits me because of my 27 years of work experience, 19 years of which were overseas particularly in the field of contract administration, procurement, logistics, construction, recruitment, food services, and banking.

I am currently employed by Fluor Arabia Ltd., a subsidiary of Fluor Corporation holding the position of Senior Contract Administrator / Acting Contract Manager. The position includes all facets of pre and post award contract management of infrastructure projects that includes the construction and maintenance of roads, bridges, storm water, wastewater, facilities, gardens and landscape, and lighting projects within the Municipality of Jeddah and its suburbs. Currently the total value of projects under contract management responsibility exceeds 2 Billion Saudi Riyals (USD 500,000,000).

The position entails interfacing with Engineering/Design Consultants, project and client personnel to support the preparation of new projects for tender as well as the post award administration activities including site hand-over, change order management, claim resolution, and contract close out processes. We maintain a continual review of the progress of each contract and provide management with information regarding all financial, contractual, or technical challenges.

Professional Experience:

Senior Contract Administrator / Acting Contract Mgr. (Nov 2006 – May 2009)

Employer: Fluor Arabia Ltd. (subsidiary of Fluor Corp. USA)
Project: Management Supervision Contract for Projects of Jeddah Municipality
Client: Ministry of Municipal and Rural Affairs
Location: Jeddah, Kingdom of Saudi Arabia

 Administers new construction and operation & maintenance contracts valued at over 2 Billion Saudi Riyal (US$500 Million) infrastructure projects of Jeddah Municipality. Maintains a continuing review of the progress of each contract and provides management with information regarding any financial, contractual, or technical challenges.
 Establish / Maintain contract files, prepare and update contract development schedules, coordinate Site Hand-over kick-off meetings with Fluor Construction Dept., Contractor, and Client representative.
 Effectively use PRIMAVERA EXPEDITION software to manage and control contract changes and submittals, keep contracts on time and within budget, and organize project specifications.
 Perform all facets of pre and post award contract management. Support the preparation of new projects for tender, change orders and amendments, negotiate with contractors and client to obtain settlement.
 Interface with internal and external management with respect to project contracting activities.
 Monitor contractor's performance by checking schedules, status reports, invoices and supporting documents in a timely manner in order to ensure contract compliance.
 Perform contract close out; finalize outstanding contract issues, final invoices, and contractor performance evaluation.
 Prepare letters to contractors requesting approvals and interpretations required to comply with the provisions of the contract.
 Maintain working relationships with project personnel in order to be aware of all project operations / progress and to implement appropriate actions.
 Refine existing administrative systems to effect smoother flow of work and better coordination among members of the department.
 Manage the workflow of the department in order to maximize efficiency of existing staff.
 Attend FLUOR Project Management meetings to address issues and update the Project Director on new contracts received and status of contracts in the pipeline.
 As Acting Manager of Contracts department, I represent FLUOR in the weekly contracts meeting with the client – Jeddah Municipality regarding contractual issues of on going projects. This will also include from time to time meetings with the contractor on their request for variation orders for time extension or revision on bill of quantities.

Food Services Manager (April 2003 – Nov 2006)

 Review inventory of installed Intergraph hardware and software sold to clients and submit a 2-year maintenance contract proposal prior to expiration of sales warranty period.
 Initiate initial price negotiation with clients, and organize and assist in the maintenance level of service presentation of the Technical Support Group to new clients.
 Interface with internal Finance dept. and client on invoice submittals. This ensures that monthly billings are paid on time.
 Respond to customer queries regarding maintenance services, rates, and other matters pertaining to contracts and logistics support.
 Coordinate, assign, and review work of logistic clerks engaged in the following duties: shipping, receiving, storing, distributing, and maintaining inventories of spare parts.
 Check and approve spare parts / software upgrades requisition by each regional office for Windows NT / Intel or CLIX based workstations and servers. Approve issuance of all spare parts/software upgrades purchase orders to third party supplier and monitor delivery date to ensure time schedules and commitments are met.
 Control spare parts movement throughout the country and Gulf countries. Resolve any Logistics related problems in a timely manner utilizing all available resources.
 Expedite clearance of shipment in customs by proper coordination with the customs broker and cargo/courier companies. Negotiate shipping rates with cargo and courier companies on both import and export of software and hardware products of Intergraph in Saudi Arabia.

Administrative Assistant to Project Director (September 1987 - May 1991)

Project: Construction of Water Reservoir and Water Distribution Network in Asir Region
Client: Ministry of Water and Agriculture
Location: Al Baha, Saudi Arabia

 Control inventory of various fittings, pipes ,valves, tools for a company engaged in Water Expansion Projects for the Ministry of Water & Agriculture, Saudi Arabia.
 Assisted the Project Director in procuring various materials needed for water distribution projects, reservoirs, and water main line expansions. This includes sending RFQ to different dealers / manufacturers of equipment and materials. Secure approval of purchase orders and confirm payment mode to each suppliers.
 Assisted the Project Director in recruitment of 300 skilled personnel required for a Water Reservoir Project in Riyadh as awarded by the Ministry of Water and Agriculture last Oct 1990. This includes review of resumes and interview of more than a thousand applicants for skilled and professional positions required for the project.
 Coordinated with local banks regarding issuance of letter of credit, bank guarantees, drafts, and bank transfers for the payment of purchase orders already issued to suppliers.

Construction Control Supervisor (April 1985 - September 1987)
