Currently involved in the Environmental, Health and Safety (EHS) Department since 2003, with previous attachments in Operations, particularly in Equipment/Maintenance Engineering (Ion Implantation) and Manufacturing (Diffusion).
a.) Present designation is the Senior EHS Engineer in charge of safety operations in the Fab2 factory (1,398 headcount), reporting directly to the EHS Director. Tasks include the overall success of Safety and Health programs, and enhancing employee commitments towards safety excellence, prevention of accidents and detailed incident investigations.
Accomplishments
• Developed specific EHS programs in line with the Safety Management Systems to address the Safety Key Performance Index (KPIs) in Chartered, such as Plant Evacuations, First Aid, Near Misses, Loss Time Injury, Industrial Accidents as well as Reportable Incidents to the Ministry of Manpower (MOM) in Singapore.
o Consistently able to control and reduce the Frequency Rate and Severity Rate of Accidents and Loss Work Days to below the national levels.
• Competent and skillful in carrying out Risk Management requirements, as spelled out in the Workplace Safety and Health (Risk Management) Regulations 2006, Singapore. Carried out multiple and detailed Risk Assessment (RA) to identify all safety and health hazards in the organization.
o Successfully implemented Risk Control management solutions by designing unique Safety Improvement Plan roadmaps for operational departments and construction site projects. This was accomplished by doing detailed RA and Job Hazard Analysis (JHA) in areas with significant risks.
• Conducted in-house trainings for Contractors/Equipment Vendors on EHS protocol requirements during short term/long term contracts in Chartered. During this time, contractors/vendors were trained on emergency response situations, and medical emergencies in the event of an accidents and toxic gas leaks.
o Managed to reduce the number of injuries and accidents resulting from unsafe working practices, particularly in chemical and construction related injuries by external Contractors/Vendors while on Chartered premises.
o Controlled Contractor activities during construction works of new plant (Fab 7C). Also coordinated Tool Box meetings, also executed Safety Inspections and Safe Work requirements during day to day construction activities.
• Led and participated in various Incident and Accident Investigations across Chartered. Main responsibility was to conduct extensive analysis of possible root causes and conduct investigations on incidents details.
o Knowledgeable in resolving Incident and Accident cases via thorough and in-depth analysis of the situation.
o Wide experience in Fab Operations was a key asset and aid when conducting root cause analysis. Upon determination of root cause, it is communicated to the EHS director and Senior Management also via the Safety Committee for discussion and further action.
• Created, implemented and participated in Emergency Response Team (ERT) trainings and skills development of Module Engineers and Associate Engineers across the Fab Operations for emergency preparedness.
o Presently the Emergency Response Team (ERT) supervisor in Chartered Semiconductor Manufacturing, reporting directly to the EHS Director. Job scope includes overseeing the ERT program robustness and development across all the factories in Chartered, with a current headcount of 376 personnel.
• Achievements include:
o Evaluated the drill responses and carried out various improvements where required to harden the ERT program. Also involved in the Emergency Response Plan formulation as well as the Plant Shutdown Safety procedures.
o Enhanced emergency readiness of ERT members in the event of building emergencies, chemical spills, gas leaks, odors or construction injuries. Also conducted tabletop exercises and simulate group participation in Building Evacuation drills, fire, gas leaks and chemical spillage situations.
• Earned recognition in carrying out EHS Management System (EHSMS) Audits and Certifications of OSHA18001 and EMS14001 by Lloyds Registered Quality Assurance (LRQA). Also synergized with the corporate EHS office in Chartered for all yearly Surveillance and Re-Certification Audits, and 2nd party audits for Singapore SMS in Chartered.
• Directly in charge of maintaining the Chemical and Gas Management Approval programs in Chartered. Also responsible for applications to the Pollution Control Department (National Environment Agency) for Hazardous Production Material Permits, and also to Singapore Civil Defense Force (SCDF) for Petroleum and Flammable Materials Permits, and the latest, effective 1 June 2007, Explosive Precursors permits with the Singapore Police Force (SPF)
o Solely responsible to evaluate the various hazards of chemicals/gases in tandem with the Chemical/Gas Management Program, and also to educate the various departments on the safe handling and usage.
o Of more importance is the expertise rendered to the end-users on selection of the correct Personal Protection Equipment (PPEs), such as respirators (half face and full face), SCBA usage and handling, Acid and Solvent Gloves, Aprons and Arm Guards.
• Monitored EHS Legal compliances and advised the Fab Senior Management and the Safety Committee on various legal requirements, such as those listed in the Workplace Safety and Health Act in Singapore and its corresponding regulations.
• Effectively drove EHS initiatives to be implemented across the five factories (Fab 2,3,5,6 and 7) from the Corporate office.
o Changes in EHS programs were communicated to Senior Management at Safety Committee meetings and subsequently, helped troubleshoot obstacles that occurred when implementing the revisions/changes at production lines, and was able to help in resolving it.
• Devised a tracking program to keep abreast of all regulatory amendments through eGazzette notifications of legal Safety amendments. Ensured all changes are reviewed and amendments in the database of EHS procedures, and subsequently communicated to all the affected departments.
• Identified and organized EHS Trainings in Chartered in sync with the HR Department.
o Covered all aspects of Safety requirements in the company, such as Plant Evacuations, usage of Personal Protective Equipment (PPE), Material Safety Data Sheet (MSDS) Training, First Aid, Emergency Response Plan, Plant Evacuations and Drill requirements.
• Responsible for the Statutory Medical Requirements in the company, as listed under the Workplace Safety and Health Act (General Provisions) Regulations.
o Worked closely with the Industrial Nurses in Chartered to comply with the Statutory Medical matters. Coordinated with all the relevant wafer fab Modules to schedule all statutory medical examination, such as the Annual Arsenic blood/ urine monitoring for Implant workers.
• Owned and responsible for the Industrial Hygiene standards in Chartered during attachment to Corporate EHS.
o Helped to formulate the Occupation Health Program, an installed a successful monitoring program across Modules such as Implant (Arsenic), Lithography (Photo Resist), Clean Tech (DiMethyl Acematide), Thin Film (Triethyl phosphate)
• In charge of the Boundary Noise measurements and Noise Monitoring assessments as per the Workplace Safety and Health (Noise) Regulations.
• Developed the Hearing Conservatory program in Fab3/5 in CVD for SiGe EPI process tools. In line with the Hearing Conservatory Programs, also liaised with the Industrial Nurse to identify personnel across Chartered who work in high noise areas to participate in the Annual Audiometric tests.
• Benchmarked initiatives for Ionizing and Non Ionizing Radiation protocol programs in Chartered.
o Liaised closely with the Center for Radiation Protection under Health Science Authority (HSA) for best practices standard for radiation protection in Ion Implantation Module in operations.
• Coordinated with Chartered’s insurance underwriters, on EHS shortcoming and gaps and followed up with Insurance Audits from MARSH and factory Mutual (FM) audits of Fabs 2, 3, 5, 6 and 7.

Senior Equipment/Maintenance Engineer in Ion Implantation
a.) Responsibilities as a Senior Equipment/Maintenance Engineer in Chartered‘s Fab3 and Fab5 included hook-up and commissioning of Implant Equipments such as VARIAN, EATON and APPLIED MATERIALS. Additionally, the job encompassed on improving and sustaining Ion Implanters during scheduled or breakdown maintenance and trouble-shooting failures of High, Medium and Low Current Implanters.
b.) This also included the role of a Supervisor for a group of Engineers/Associate Engineers working across four different work shifts in a 24x7 work week, to achieve the required tool performance in order to meet the manufacturing targets and shipment goals.
Accomplishments
o Maximized Equipment Uptime by monitoring and controlling Equipment performance indices, i.e., Equipment Availability Time, PM, Down-Time, Engineering Time, Mean Time Between failures (MTBF) and mean Time To Repair (MTTR).
o Additionally, skilled trouble-shooting and fault finding on equipment failures were a significant part in ensuring high uptime of tools. Eventually developed the skills and experience to lead a team of Assistant Engineers in fixing failures related to electronics and mechanical troubles in the manufacturing plant.
o Coordinated and liaised with Equipment Vendors for new Equipment installation, Qualification and Acceptance in meeting management pre-set deadline for manufacturing release.

Manufacturing Engineer
a.) Responsibilities as a Manufacturing Engineer in Chartered included managing and supervising a team of Assistant Engineers and Specialists operators in a Wafer Fab environment, in order to meet targeted Manufacturing goals through planning and strategizing for minimum Work In Progress (WIP) and maximizing the wafer moves in the Diffusion/Implant Module.
Accomplishments
o Led the refocusing to the Cycle Time improvement that resulted in achieving targeted goal set by the Management in meeting Fab-out deadlines.
o Continually monitored on-line SPC chart leading to identification of out of Control Processes and providing real-time problem analysis and critical decision making on the line, thus minimizing Wafer scrappage.
o Development of the team was initiated by providing leadership in training and productivity programs for increased capability and functional mobility.
o Created and updated major Manufacturing Standard Operating Procedures and Certification Programs for successful start-up of Wafer Fab Manufacturing activities in Diffusion/Implant Module.

Privately held and funded by contracts to the US Advanced Research Project Agency (ARPA).
• Solely responsible for Operations and Maintenance of Industrial Excimer Lasers in different Scanning processes in Clean Room Environment. Provided Engineering Support in various Research and Developments projects of Process development and improvement, production sustaining, Yield enhancement for fabrication of Multi-Chip Module (MCM) Packaging Technology.
Accomplishments
o Increased Line Yield and Process Integrity of Laser Drilling/Scanning operations and Scope Inspection.
o Revised and improved all Manufacturing Plant documentation's, including Process Specifications as part of certification of ISO 9000.
o Increased efficiency of Equipment and assembly methods required to facilitate production line systems, machinery and material handling equipment for all Laser operations.
