Dear Sirs,
With more than eight years experience at sea, starting from the Deck Cadet Officer, I have successfully launched and promoted HSE management system on several vessels and barges I’ve worked. Successful certification of the vessels according to the International Safety Management Code and receiving Safety Management Certificate, annual Register survey of the SMS onboard was a main part of my duties on seagoing vessels, besides primary navigation tasks. When moved to offshore, development, implementation of the HSE management was the main duty.
I have a strong knowledge of marine safety regulations, offshore rules and practices. System developed and implemented by me on the one of the main barges of the project then was taken as an example and implemented on all the barges of the project.
I am writing to you concerning my interest in the obtaining a job of HSE Advisor as I believe there are several areas in which I could help to strengthen HSE management system of the company, especially in offshore activities.

01.2007 – Present: Saipem S.p.A. Offshore Construction; North Caspian Sea Area; Kashagan Trunklines and Production Flowlines Project; Project Offshore HSE Coordinator.
•Coordination of the safety officers on the Project barges. (Castoro 12 Pipe laying barge, Saipem TRB – trenching and backfilling barge, P1 – Accommodation barge; M10 – pipe tie-in operation barge, Caspian Spider – Fiber Optical Cable Layer)
•Interface with Client in the HSE related matters on the Trunkline project entire field.
•Project HSE reporting and monitoring system.
•Leading the accident, incident, Near Misses investigations, classification, reporting.
•Support to the Project and Barges Management in HSE related problems.
•Auditing the Subcontractor’s activities and HSE Management System. (spread of a 20 vessels-tugboats, supply vessels, crew boats, shuttle tankers, anchor handling tugs, angle dredger)
•Project HSE Statistics reporting.
02.2006 – 01.2007: Saipem S.p.A.; North Caspian Sea Area; Kashagan Trunklines and Production Flowlines Project; Safety Officer onboard of PLB Castoro 12.
Responsibilities:
•Implementation and monitoring of the PTW system.
•Maintain the HSE Library.
•Ensure company HSE policies and procedures are implemented consistently and effectively, and are known and understood by all employees.
•Conduct effective employee HSE inductions in the language appropriate for employees.
•Regularly inspect the work areas to identify unsafe acts and conditions.
•Provide meaningful advice to line-management on HSE matters including legislative and industry standards.
•Assist with accident / incident investigations and compilation of complete reports in a timely manner.
•Assist supervisors with the implementation and induction HSE training to all levels of employees and subcontractors as required.
•Monitor the system of maintenance and inspection of life saving and fire fighting equipment.
