1. Summary (Cover Letter) - CV/Resume Part 1 [Mandatory]

Dear Sir

Please review my cv for details about my educational and professional experiences. I am a senior level HSE/Industrial hygienist professional with about 30 years experience. Much of my work has been related to the petrochemical industry,; however, i also bring a much broader backfround than that one industry. I also bring a construction management background, coupled with the HSE. I am a USA citizen, married, no dependent children, willing to relocate almost anywhere, seeking permanent or contract positions, highly motivated team player in good health, can work in the field as a very experienced professional, or as a senior manager. I have never been a “clock watcher”, and have no problem working extended hours to get the job done. I am very quick to learn new languages, adapt very readily to different cultures, and enjoy traveling and living outside the USA. I have the ability to make decisions under pressure, and have good diplomatic, supervisory and personal presentation skills in bridging an organizational staff with the contractor’s workers. I have excellent writing skills, have authored hundreds of technical reports, and have published numerous peer reviewed scientific and technical articles.

2. Work Experience - CV/Resume Part 2 [Mandatory]

1972-1973 Environmental Engineer Consultant to US Navy for Oil Spill Contingency Plans in the Gulf Of Mexico This project involved establishing the process protocols for first reducing the likelihood of oil spills, and secondly the procedures for containing and premeditating any spills that occurred. This project also involved modeling for both stationary and moving oil spill sources.

1973-1974 Environmental Consultant, Engineering Corporation of America, home office in Phoenix Arizona, focus on environmental impacts and safety related issues for very large scale civil and chemical engineering projects: Project management was also a part of these large scale projects This position involved projects from the FEED phase through final construction, and involved incorporating HSE procedures and practices in the documents, during the field construction phases, and then in the process and operational aspects of the final project.

1979-1984 part time private industrial hygiene and safety management consulting while working on my second master’s degree and PhD, Berkeley, California. Clients included Chevron and Shell oil refineries in the San Francisco Bay area, along with numerous other industrial clients. Although most of the consulting involved the refinery operations, there were projects involving the transmission and piping side.

1984-1989 Assistant Professor of Industrial Hygiene and Safety Management, College of Public Health, University of South Florida (USF), Tampa, FL Developed and taught graduate level courses in Industrial Hygiene and Safety Management, and mentored young professionals in these two areas. Also had an adjunct teaching (taught 2 courses a year) faculty appointment at the College of Engineering, University of Miami (UM), Miami FL. Although this was a full time university faculty position, I was allowed to start a private consulting business. Since the consulting firm became very successful and demanded a lot more of my time, in 1989 I changed the full-time faculty position to a part-time position, and devoted my full energies to the consulting business. I maintained a part-time faculty position at the College of Public Health at USF and the College of Engineering at UM until 2000.

1986-2000 President and owner, Spaul Environmental, Inc. This was a consulting firm that grew to include environmental and occupational health professionals, engineers, safety managers, and occupational physicians. I also created a separate division that focused on construction management for client’s large projects, and tied the construction management with the client’s HSE programs and policies. The clients ranged from numerous petrochemical and specialty chemical companies, industrial manufacturers, maritime shipping, aviation repair facilities, and power plant operators. The range of projects included: site hazard and industrial hygiene assessments; HSE program development; hazardous material handling procedures; safety management program development and implementation; environmental, occupational, and safety training; and implementing loss control and quality assurance techniques while working with Risk Managers. I have experience with reviewing Invitation To Bid documents, verifying and conceptualizing the optimal safe work practices with consideration to the corporate HSE plans and programs, man-hour allocations, construction time schedules, and other cost requirements for project execution. I am familiar with NFPA, ISO, EPA, OSHA, National Maritime Commission, DOT, and OSHA regulations and practices. I have used HAZID, HAZOP/SIL and evacuation program methods to identify and mitigate HSE risks and to develop hazardous area classifications. I have developed Safety Critical Elements for clients and have used the HEMP (Hazard and Effect Management Process) procedures for clients. I am very familiar with personnel protection selection along with the design of engineering controls, where possible, to reduce employee exposures. I have conducted safety incident and accident investigations, and have employed Fault Mode Analysis and Failure Tree Analysis in these investigations and for reducing the likelihood of a reoccurrence.

In 2000, I split this company into two separate companies and sold both of them.

2000-2003 Privately hired industrial hygiene and safety management consultant to clients who provided services to the petroleum industry in Venezuela. Operated out of Puerto La Cruz, Venezuela Most of this work involved HSE on the upstream side of the petrochemical industry in Venezuela.

2003-current President and owner - a private consulting firm that focuses on industrial hygiene and safety management to clients, and is patterned very similarly to the above consulting firm that I owned from 1986 to 2000.
